After ten years of construction and development, the main tasks of the period of initial establishment of the national development zones for new and high technology industries (hereinafter refer to the national new- and high-tech zones) have been generally completed, and the good environments for the development of the new-and-high-tech industries, which fit in with the situation of China, have been elementarily set up, and the bases for the development of the science and technology industrialization have been established. The national new- and high-tech zones have become the important bases for the development of the new- and high-tech industries of our country. For the future 5 to 10 years, the national new and high-tech zones shall come into the secondary period of starting the undertaking, during which the innovation of science and technology, and that of the system shall be taken as the momentum, and the main task shall be the fostering of the new- and high-tech industries. In order to implement the strategy on the development of starting the undertaking for the secondary period in the national new- and high-tech zones, the Ministry of Science and Technology decides to further increase the support and guidance to the national new- and high-tech zones, and the following work shall be done carefully. I. FURTHER OPTIMIZING THE POLICY ENVIRONMENT FOR NEW- AND HIGH-TECH ZONES TO MAKE NEW INNOVATIONS AND TO START THE UNDERTAKING In order to solve the problems related to polices which restrict the development of the national new- and high-tech zones at present, this Ministry, in conjunction with the relevant departments, is losing no time to formulate and perfect policies such as promoting the establishment of institutions for the incubation of the science and technology enterprises, encouraging technology and management, or participating in the distribution of the proceeds, as well as the policies and regulations on setting up the mechanism for the risk investment in the new- and high-tech fields, policies on supporting the development of the small and medium-sized science and technology enterprises, on further encouraging the personnel studying abroad who have returned to China to start business, on promoting to set up the agency service system for science and technology, on encouraging the new- and high-tech industry export, policies and regulations on protecting the intellectual property rights, on setting up the mechanism on technology transfer, and mechanism on the transaction of the property rights of the new- and high-tech industries, and the re-composition of the capital, and is cooperating with the Standing Committee of National People's Congress to accelerate the legislation process for the new- and high-tech zones. The implementation of the science and technology laws shall be strengthened. The inspections on the conditions for implementing the science and technology laws, and the relevant decisions of the Central Government shall be made regularly. The national new- and high-tech zones shall implement first the relevant policies of the Central Government on the innovation and industrialization of science and technology. The experimental work on the following aspects shall be actively developed: the reform and innovation of the management system of the national new- and high-tech zones, the stimulating mechanism through the equity of the new and high technology enterprises, the system on incubating the start of the undertaking and the building of the mechanism on risk investment, as well as the system and mechanism on the perfection of the intellectual property rights protection. II. CONTINUOUSLY IMPROVING THE PERSISTENT INNOVATION ABILITY OF THE NATIONAL NEW- AND HIGH-TECH ZONES The support to the activities of starting the undertaking shall be strengthened in the national new- and high-tech zones. The information communications shall also be strengthened with pertinence, and the relevant guides shall be issued to help the enterprises in the national new- and high-tech zones know about the procedures and channels for the declaration of all the science and technology programs of the State. More and more enterprises in the national new- and high-tech zones shall be encouraged to undertake the science and technology programs of the State and to strive for the support of the technology innovation fund for the scientific and technological type of small and medium sized enterprises. The industrialization of the major achievements of State 863 Program and the program for tackling key problems shall be introduced to the new- and high-tech zones increasingly. The qualified national new- and high-tech zones shall be selected to set up the bases for the industrialization of the science and technology program and the centers for the research of the engineering technology. The construction of the science and technology garden of the universities, and that of starting the undertaking of the institutions for scientific research shall be promoted. The universities, institutions for scientific research shall be encouraged to establish the technology garden (or the business establishing garden) together with the new- and high-tech zones, so as to bring into full play of the important role of the intelligence resources of the colleges and universities, and the institutions for scientific research in the activities of starting the undertaking of the new- and high-tech zones. III. STRENGTHENING THE CONSTRUCTION OF THE SCIENCE AND TECHNOLOGY AGENCY SERVICE SYSTEM OF THE NATIONAL NEW- AND HIGH-TECH ZONES The construction of the incubating organs of the science and technology enterprises shall be further reinforced, and the scale of the supporting capital shall be increased. The construction of all kinds of specialized incubating organs of the science and technology gardens of the universities, and the construction of the business establishing gardens by the personnel studying abroad who have returned to China shall be advanced. The incubating and fostering abilities for the enterprises in the new- and high-tech zones shall be improved greatly. The technology innovation fund of the scientific and technological small and medium-sized enterprises shall be tightly cooperated with the incubating organs of the science and technology enterprises, and experiments shall be made on several incubating organs of the enterprises selected in the near future, and the support to the incubating enterprises within the incubating organs of the enterprises shall be increased. The centers for the promotion of the productivity shall be actively introduced into the new- and high-tech zones to provide the numerous small and medium-sized enterprises with services such as providing the operational management, technology transfer, information consultation, talents training, transformation of the achievements, as well as investment and financing. The construction of the evaluation institutions and the agency institutions related to the investment and financing shall be supported with emphasis to promote the combination of the intelligent elements with the capital elements. IV. ACCELERATING THE INTERNATIONALIZATION OF THE DEVELOPMENT OF THE INDUSTRIES IN THE NATIONAL NEW- AND HIGH-TECH ZONES The role of the science and technology institutions of our country located in foreign countries shall be brought into full play to help the enterprises in the national new- and high-tech zones to introduce the advanced technologies from abroad, which shall be assimilated and innovated. They shall be led from the introduction of the throughput to the introduction of the technology, talents and the management. The action program of prospering trade through science and technology shall be promoted to support various national new and high technology zones to set up the export bases for the new and high technology products, so as to promote the export of the new and high technology products. The enterprises in the new and high-tech zones shall be pushed forward to enter into the international market stage by stage, participating in the international competition. Experiment units of science and technology garden (the incubating organs of the science and technology enterprises) shall be set up in the United States and Russia according to the pattern of "Guidance by the government, with multiple investments, and management by enterprises", in order to create conditions and provide platform for the enterprises of our country, especially the new and high technology enterprises in the new- and high-tech zones to make product development and manufacture, as well as market exploitation overseas. V. PROMOTING THE CONSTRUCTION OF THE TEAM OF TALENTS IN THE NEW- AND HIGH-TECH ZONES Plans for the systematic training of the kinds of talents shall be made in accordance with the requirements of the development of the new- and high-tech zones. The emphasis is on the training of the management leaders of the new and high-tech zones, the service function of the incubating organs of the enterprises, and the training of the special talents on the enterprises management, the protection on intellectual property rights, investment and financing, exploitation of the international markets, as well as the transaction of property rights. The communications of the management talents between the east new- and high-tech zones and those of the west shall be promoted, and the management personnel of the west new- and high-tech zones shall be organized to go to the east and other advanced new- and high-tech zones to study and exercise. The reform on the labor and employment system and on the distribution system of the new- and high-tech zones shall be pushed forward to form a set of new system and new institutions for the management and distribution of the team of leaders in the new- and high-tech zones, in order to further accelerate the start of the undertaking of the new- and high-tech zones for the secondary period. The centers for the communication of the international talents in the qualified national new- and high-tech zones shall be supported to establish to fit in with the needs for the competition of the international talents. VI. REINFORCING THE MACRO-SUPERVISION AND ADMINISTRATION OF THE NATIONAL NEW- AND HIGH-TECH ZONES The research on the major strategic issues which may influence the development of the national new- and high-tech zones shall be supported to carry out by making researches on the major problems which concern the management system, development strategy, and the science and technology innovation of the new- and high-tech zones and the incubating organs of the science and technology enterprises, to continuously perfect the train of thought and connotation for the development of the business establishment for the secondary period in the national new- and high-tech zones. The new- and high-tech zones all over the country shall be guided to realize the spanning development. The examination and appraisal of the national new- and high-tech zones shall be reinforced according to the requirements of the Central Government, and the target system for examination and appraisal shall be adjusted in time to instruct the new- and high-tech zones to stick to the right direction of reform and development all the time. The advanced new- and high-tech zones shall be rewarded. Those new- and high-tech zones, which have been developing very slowly for a long time, and without good betterment measures and material reform, shall be given a yellow card (warnings), and whose qualifications for the national new- and high-tech zones may even be cancelled by reporting to the State Council. |
