In order to implement and carry into effect the important instructions and spirits of the CPC principals on accelerating the digitization process, according to the requirements of the key points of work 2005 of the State Council, we hereby put forward the following opinions on promoting the overall transform of cable TV digitization in urban areas: I. To promote the overall transform of urban cable TV from simulation to digitization is an important measure to adapt to the momentum of scientific and technical progress, accelerate the development of radio and film reform, serve the digitization construction of the state, realize the objective of a well-off society and build a socialist harmonious society, and better satisfy the ever increasing demands of the people for spirit and culture. All pilot entities shall actively incorporate the cable TV digitization onto the important work agenda and important projects of performing practical services for the people of the local party committees and governments, incorporate it into the local planning of economic and social development and incorporate it into the planning of urban digitization construction and overall urban development, so as to promote the overall transform of cable TV digitization in light of areas and districts according to the local conditions in a stable manner. II. Where all pilot entities promote the overall transform, an operational organization of cable TV network that provides digital TV services shall re-broadcast the central and provincial programs in a complete manner, ensure that the number of program channels received by users be no less than before and, at the same time, guarantee that those users that cannot receive the digital TV for the time being may receive the major central, provincial or municipal programs. We should, focusing on the government, society and family, make efforts to develop information resources, actively provide such localized and specialized information services as governmental affairs, culture, education, employment, finance and life information so that the cable digital TV may enter into all families as a platform of multi-media information services. III. All pilot entities shall, in the process of promoting the overall transform, attach importance to popularizing such new services paid channels, video broadcasting by order, interactive TV and high resolution TV for the free choice and subscription of users. The pilot entities with certain qualifications are allowed to carry out business operations of video broadcasting by order. The operational organizations of cable TV networks (or pilot entities) that implement the overall transform may apply for the License of Business Operations of Video Broadcasting by Order of Radio and TV (Grade A) according to the prescribed procedures and undertake the business operations of video broadcasting by order in the administrative regions indicated in the license. IV. All pilot entities shall, in the process of promoting the overall transform, establish and improve the service and quality guaranty system and publicize the service content, criteria and charging standards to the general public. Any exaction of fees is prohibited. We should give full play to the functions of organizations of urban streets and communities, do a good job in popularizing and interpreting the cable digital TV, effectively safeguard the legitimate rights and interests of users and set up a favorable image of cable digital TV services. V. All pilot entities shall actively broaden the financing channels so as to raise funds by all means. We may, according to the spirit of the Framework Agreement on Financial Cooperation of the State Administration of Radio, Film and TV and the National Development Bank, strive for the credit support from state policy banks for the overall transform or may strive for the financial support from other banks or financial organizations for the overall transform. According to the Some Decisions of the State Council on the Entry of None-public-owned Capital into the Cultural Industry (No. 10[2005] of the State Council, on the preconditions that the state-owned entities of radio, film and TV shall hold more than 51% of shares, we may attract domestic none-public-owned capital to participate in promoting the overall transform of cable TV digitization and the development of business operations. The pilot entities that have taken the lead in implementing the overall transform of digitization are encouraged to adopt means such as alliance, cooperation, investment for shareholding and acquisition to undertake the digitization construction of cable TV and the business operations thereof across regions. VI. All pilot entities shall actively strive for the policy support of local departments such as development and reform, public finance, taxation and construction planning in the examination and approval of projects, price adjustment, fund subsidy, credit discount and taxation preference. We may, according to the Interim Measures for the Administration of the Basic Maintenance Fees for Receiving Cable TV, apply to the local department of price for verifying the maintenance fees for receiving cable digital TV. The charging standards of such business operations paid cable TV and video broadcasting by order may be calculated and determined in collaboration with the relevant departments according to costs, supply and demand of the market and the endurance capability of inhabitants and shall be reported to the local administrative department of price for archival filing. All pilot entities may, by referring to the spirit of the Circular of the Ministry of Finance and the State Administration of Taxation on Exempting the Business Taxes of Cable Digital TV of Qingdao Municipality, apply to the Ministry of Finance and the State Administration of Taxation for deducting or exempting the business taxes of cable digital TV through the people's government at the provincial (deputy-provincial) level. VII. All pilot entities shall, in the process of overall transform, strictly implement the technical policies and standards and criteria of radio and TV digitization, use the system and equipment with the net access cognizance certificate, accelerate the establishment of systems such as user management, operational maintenance, settlement and electronic payment and improve the technical system of cable digital TV. All integrate operational platforms and service platforms of paid channels of radio and TV shall accelerate the networking with the supervisory platform so as to realize the mutual connection in real time and provide forceful technical supports for maintaining the operational order of cable digital TV. VIII. The administrative departments of radio, film and television at all levels shall, under the guidance of the local party committees and governments, effectively bear the responsibility, put focus on urban areas, initiate the enthusiasm of all parties and bring it into full play, intensify publicity and guidance and supervision and urge and examination, intensify organization and coordination and supervision and administration, intensify troop construction and talents' trainings and, on the precondition of ensuring correct orientation and safe broadcasting, guarantee the accomplishment of the work task of promoting the cable TV digitization according to the requirements of CPC central committee and the Transition Schedule of Cable TV Digitization of China prescribed by the State Administration of Radio, Film and Television. |
