The Regulations on the Administration of Representative Offices of Foreign Law Firms in China (Order of the State Council No.338 of 2001) came into force on January 1, 2002, and the Interim Provisions on Establishing Offices Within China by Foreign Law Firms jointly promulgated by the Ministry of Justice of the People's Republic of China and the State Administration of Industry and Commerce on May 26, 1992 were repealed simultaneously.

In accordance with the Regulations on the Administration of REPRESENTATIVE OFFICES OF FOREIGN LAW FIRMS IN CHINA, the following 96 foreign law firms' representative offices have been approved to practice within China to provide legal services, they are:

BUSINESS SCOPE AND RULES:

According to the Regulations on the Administration of Foreign Law Firms' Representative Offices in China, the representative offices of foreign law firms and the representatives thereof may only engage in the following activites not involving Chinese legal affaires:

(1) Providing the parties with consultations on the laws of a country in which the lawyers of that foreign law firm have been approved to practice, and on the relevant international treaties and international customs;

(2) Accepting the commissions of the parties or Chinese law firms to handle the legal affairs of a country in which the lawyers of that foreign law firm have been approved to practice;

(3) On behalf of foreign parties, commissioning Chinese law firms to handle Chinese legal affaires;

(4) Keeping long-term commission relationships with Chinese law firms through contracts to handle legal affaires; and

(5) Providing information about the influence of Chinese legal environment.

A representative office may not engage in other legal services or for-profit activities other than those above mentioned. A representative office may not retain any Chinese practicing lawyers.
Foreign law firms, foreign organizations or individuals may not engage in any legal services within China in the name of consultation companies or other names.

Those violating the aforesaid provisions shall be punished pursuant to law.
