In order to further enhance the industrial agglomeration level of the development zones in Tianjin, and guide all the development zones to attract investment around leading industries, main enterprises and products, increase the supporting ability, extend industrial links and promote reasonable industrial layout as well as comprehensive, harmonious and sustainable development of export-oriented economy in Tianjin, the guiding opinions for the development zones in Tianjin to attract foreign capital and properly lay out industries are hereby put forward as follows:

I. Guiding ideology. The guiding ideology shall be: comprehensively implementing the scientific viewpoint of development, focusing on the improvement of foreign capital utilization quality and level, grasping favorable opportunities to promote the development and openness of Binhai New Area according to the Eleventh Five-year Plan for the National Economic and Social Development of Tianjin Municipality, giving prominence to the ideology of developing industrial clusters, enhancing the overall competitiveness of the development zones in Tianjin for foreign capital utilization, promoting reasonable industrial layout on the basis of the development zones with certain industrial characteristics and development foundations and by way of policy guidance and project fluidity, forming industrial bases with respective characteristics, and pushing Tianjin economy to be developed well and fast.

II. Development Principles. The development principles shall be: firstly, the principle of industrial agglomeration, namely, each development zone shall follow the requirements for centralized distribution, agglomerated capital and intensive land utilization, focus on regional industrial orientation, reorganize information sources, enhance the agglomeration level, and make itself great and strong; secondly, the principle of non-contradiction, namely, each development zone shall, while giving prominence to the development of leading industries, follow the market rules and the rules for international industrial transfer, and actively create and cultivate the development space for new industries; and thirdly, the principle of promoting the coordination, namely, each development zone shall carry out information exchanges and projects flow in light of the requirements for facilitating fair competition and forming complementary advantages and combined forces.

III. Realizing diversity development. Each development zone shall, by referring to the general requirements in the guidelines for the foreign-invested industrial distribution of the development zones in Tianjin and according to the development ideology of industrial agglomeration, adopt its good points and avoid its shortcomings, find its industrial orientation, and give prominence to regional features; and shall fully exercise its own regional, resource and functional advantages, formulate the investment attraction and development plans for leading industries, and reserve some space in the aspects of land utilization plan and supporting infrastructure, and continue to enhance its own industrial features by means of diversity development.

IV. Strengthening the guidance and services of relevant departments. Relevant departments shall carry out classified guidance to the foreign capital attraction of each development zone in light of the requirements in the guidelines for the foreign-invested industrial distribution of the development zones in Tianjin: the investment promotion department shall carry out the guidance through recommending foreign-invested projects and organizing special industrial investment attraction activities; the administrative department shall carry out the guidance in the aspect of examination and approval of foreign-invested projects, and the departments for land, electricity and infrastructure construction, etc. shall reasonably distribute resources and carry out the guidance by formulating the policies in the aspect of resources planning.

V. Carrying out monitoring and appraisal of comprehensive indicators. Relevant departments shall, by referring to national comprehensive appraisal methods for development zones and in light of the actuality of Tianjin Municipality, establish a scientific and reasonable comprehensive appraisal system for development zones; and strengthen the appraisal of development zones in the aspect of concentration degree of leading industries, independent innovations, technological transfer and absorptivity, investment intensity, intensive utilization of land, input and output, and reduced consumption of energy, etc., and make an announcement once every year; and shall guide the development zones in Tianjin to continuously enhance their industrial agglomeration degree, and embark on a scientific development road of unifying scale, speed and quality.

VI. Regulating and publishing the standards for investment attraction. Relevant departments shall, according to different economic development levels of various development zones and other factors, formulate and implement different entrance standards of foreign-invested projects in the aspects of land transfer price and investment density, etc., and shall, in particular, embody the gradient diversity in the land price.

Each development zone shall promote the ¡°openness of two matters¡± in an all-around way, namely, opening the entrance measures, regulating the entrance threshold for foreign-invested projects and announcing them to the general public; and opening the appraisal methods, formulating scientific and reasonable appraisal measures for the follow-up development of foreign-invested enterprises within and outside its own zone, and regularly announcing them to the general public.

VII. Building a resources sharing platform. The relevant departments shall collect the information about the land, idle plants and other investment attraction resources in the development zones of Tianjin, build a public information database and realize the resources sharing; shall support national and municipal development zones to realize industrial cooperation and joint action through the integration of resources; and encourage reasonable flow and gradient transfer of foreign-invested projects in light of overall industrial layout.

VIII. Carrying out the project of industrial cluster model zones. The focus of support shall be put on building three up to five industrial cluster model zones and supporting industrial parks on the basis of current industrial clusters that have good foundations and good development potentials and by following the inherent rules for developing and upgrading industrial clusters. It is imperative to support the construction of model zones and parks from the aspects of environmental protection, work safety and resources protection and recycling utilization; give prior support to model zones and parks for them to introduce in extended projects of industrial chains; and handle relevant examination and approval formalities with priority for the conversion of the land for agricultural use into the land for construction use inside the zones.

IX. Supporting the upgrading and expansion of all the development zones. It is necessary to open up more space for all the development zones to increase industrial agglomeration degree according to the requirements for integration, expansion and upgrading of development zones. Relevant departments shall work out uniform plans and arrangements for the expansion of all the development zones, and actively do a good job in applying for the expansion of those development zones that meet the requirements for expansion. With respect to those development zones that have no space for expansion for the time being, relevant departments shall ensure the settlement of high-grade projects through the declaration of key projects and the partial revision of land plans.

X. Upgrading industrial supporting ability. High regards shall be put to the role of private enterprises and medium and small-sized enterprises in the aspects of industrial agglomeration and offering support in the development zones, and relevant departments shall attach great importance to investment attraction and give support in the production; strengthen contacts and cooperation with domestic and overseas associations of medium and small-sized enterprises and other institutions, and introduce in more private medium and small-sized supporting enterprises around leading industries; automatically provide industrial supporting information to core enterprises, and provide more perfect services for supporting enterprises in leading industries, medium and small-sized enterprises in particular, in the aspects of production, living and business operation.

XI. Establishing and improving a work coordination mechanism. It is imperative to fully exercise the role of the Foreign Investment Office of Tianjin Municipal Government, regularly hold the joint meetings participated in by relevant departments and carry out special study for solving important issues in the layout and development of the development zones in Tianjin.

XII. Reinforcing service measures. Relevant departments shall, according to the principles of high efficiency and convenience, create a good service environment for the development of all the development zones, establish ¡°green passages¡± for the work of all the development zones on the basis of the administration according to law, handle a special matter specially, handle an urgent matter urgently, increase the service and supporting strength, and jointly push the reasonable industrial layout of the development zones in Tianjin.

XIII. Strengthening the construction of talents team. It is imperative to attach great importance to the introduction, cultivation and use of talents, actively revitalize, excavate and develop human resources, and endeavor to build a high-quality cadre and professional talent team of development zones.

XIV. Scope of application. These Guiding Opinions shall be applicable only to the five national development zones and 25 municipal development zones approved to be reserved upon the liquidation and rectification of development zones (parks) by the State Council.

Annex: Guidelines for the Foreign-invested Industrial Distribution of the Development Zones in Tianjin

Guidelines for the Foreign-invested Industrial Distribution of the Development Zones in Tianjin

I. National Development Zones
The current five national development zones shall be built into the core zones for attracting advanced projects of manufacturing industry, projects of new and high technology research and transformation as well as the projects of modern service industry.

i. Tianjin Economic-technological Development Area: it will, by focusing on electronic information, machinery (automobile), biological medicine and other new and high technology industrial clusters, put the emphasis on the introduction of high-end core manufacturing projects with modern high technology and high added value, as well as the knowledge or capital-intensive modern service industry, and endeavor to introduce in high technology research and development projects of internationally famous transnational companies, regional headquarters and service outsourcing projects.

ii. Tianjin Port Bonded Area and Tinjin Bonded Logistic Park: they will perform the bonded and port collection and distribution functions, and put the emphasis on the introduction of such internationally famous transnational companies as the companies of storage and logistics, international procurement, international shipment, export processing, show and exhibition, etc. by focusing on international trade, logistics distribution, port facing processing, commodity exhibition and other fields.

iii. Tianjin Hi-tech Industry Park: it will give prominence to such four fields as new energy, electronic information, biological technology and new materials, put the emphasis on the introduction of new materials, scientific and technological services and other new and high technology industries in the aspects of software, cartoon and caricature, regenerative energy, green battery and energy conservation, biological medicine and medical apparatus and instruments, nanometer and superconductivity, endeavor to create high-end industrial clusters with the unification of design, research and development, manufacturing, sales and services, and undertake the transfer of international services outsourcing business.

iv. Tianjin Export Processing Zone: it will fully exercise the policy advantage of ¡°within the boundaries but outside the customs¡±, and put the emphasis on the attraction of internationally famous transnational companies for export processing, storage and transportation, etc. that are guided by industrial upgrading.

II. Municipal Development Zones
The 25 municipal development zones in Tianjin will fully exercise their comparative advantages, attract the investment around leading industries, and endeavor to guide the construction into 12 cluster model zones of leading industries and 13 cluster parks of supporting industries according to the principles of giving prominence to one industry, coexistence of various industries, centralized scale and industrial agglomeration.

i. Cluster model zones of leading industries
1. Airport Industrial Park: it will give prominence to the construction into a national model zone of aviation industry, focus on the introduction of aviation equipment manufacturing and industralization projects, and promote the development of aviation scientific and technological research and development, training and maintenance and other fields; and simultaneously exercise the bonded function of the airport, and promote the attraction of investment into airport logistics, shipment and storage industry.

2. Xiqing Economic Development Zone: it will give prominence to the construction into a model zone of electronic information industry, focus on the introduction of the projects about integrated circuits, high-end electronic products, photoelectrical communications and other fields, and promote the industrial development of automobile electronics and micro-electronic components, etc.

3. Beichen Economic Development Zone: it will give prominence to the construction into a model zone of home appliance industry, focus on the introduction of the projects about electric equipment, high-end home appliances, machinery and electronic transmission and other industries, and promote the industrial development of photoelectric equipment, traffic and transportation as well as manufacturing, research and development of new materials, etc.

4. Dongli Economic Development Zone: it will give prominence to the construction into a model zone of automobile equipment industry, focus on the introduction of automobile driving parts, special moulds and forging parts and other industrial projects, and promote the industrial development of electronic control products and macromolecule materials, etc.

5. Jinnan Economic Development Zone: it will give prominence to the construction into a model zone of micro-electronic components industry, focus on the introduction of electronic parts, electronic components, electromechanical components and other micro-electronic industrial projects, and promote the industrial development of new-type electronic chemicals and new-type packing materials, etc.

6. Wuqing Economic Development Zone: it will give prominence to the construction into a model zone of electromechanical equipment industry, focus on the introduction of photoelectrical programmed equipment, fine machinery, photoelectrical medium and other industrial projects, and promote the industrial development of photoelectrical digital equipment and new-type building materials, etc.

7. Hangu Economic Development Zone: it will give prominence to the construction into a model zone of fine chemical industry, focus on the introduction of additives, synthetic rubber, dope, electronic chemicals and other industrial projects, and promote the industrial development of biological chemistry and medicine chemistry, etc.

8. Baodi Economic Development Zone: it will give prominence to the construction into a model zone of textile light industry, focus on the introduction of high-grade textiles, carpets, high-grade costumes and other industrial projects, and promote the industrial development of food processing, special machinery and equipment as well as high-grade furniture, etc.

9. Jinghai Economic Development Zone: it will give prominence to the construction into a model zone of new-type building material industry, focus on the introduction of high technology building materials, metals, glass deep processing and other industrial projects, and promote the industrial development of biological medicine, fermented products as well as the comprehensive utilization and deep processing of resources, etc.

10. Dagang Economic Development Zone: it will give prominence to the construction into a model zone of marine chemical industry, focus on the introduction of the investment into sea water desaltification, marine fine chemistry, deep processing of petroleum products and other industries, and promote the industrial development of industrial gas and marine macromolecule materials, etc.

11. Ninghe Economic Development Zone: it will give prominence to the construction into a model zone of high technology agriculture, focus on the introduction of the high technology processing of agricultural products, wine, soft drinks, deep processing of aquatic products and other industrial projects, and promote the industrial development of food processing machinery, package and logistics, etc.

12. Jixian Economic Development Zone: it will give prominence to the construction into a model zone of green food processing industry, focus on the introduction of the research, development, cultivation and processing of high technology green food and other industrial projects, and promote the industrial development of sightseeing agriculture, genetically modified products, new-type building materials and special fine machinery, etc.

ii. Supporting industrial cluster parks
1. Dagang Petrochemical Industry Park and Tanggu Marine Petrochemical Industry Park: they will give prominence to and guide the construction into supporting parks of petrochemical industry, rely on Binhai Petrochemical Zone, focus on the attraction of foreign capital for downstream petroleum products, fine chemistry, intermediary materials, petroleum and gas exploitation and other supporting industries, and cultivate and develop the industry of biological medicine, etc.

2. Balitai Industrial Park and Jinnan Xinda Industrial Park: they will give prominence to and guide the construction into the supporting parks of communications and electronic components and parts, and focus on the attraction of foreign capital for the components and parts of communication equipment, electric components, packing materials of electronic products and other supporting industrial fields.

3. Baidi Jiuyuan Industrial Park and Shuangkou Industrial Park: they will give prominence to and guide the construction into the supporting parks of bicycle and light industry, and focus on the attraction of foreign capital for bicycles, processing of components and parts, components and parts of general equipment, aviation accessories, high-grade furniture, oak products and other supporting industries.

4. Chadian Industrial Park and Panzhuang Industrial Park: they will give prominence to and guide the construction into textile and food supporting parks, and focus on the attraction of foreign capital for light textiles, cloth processing, food and drink processing, packing materials and other supporting industries.

5. Wuqing Fuyuan Economic Development Zone and Junliangcheng Industrial Park: they will give prominence to and guide the construction into supporting parks of metal and machine processing industry, and focus on the attraction of foreign capital for metal extension processing, new-type building materials, finished metal products and other supporting industries.

6. Dawanggu Economic Development Zone and Zhongbei Industrial Park: they will give prominence to and guide the construction into the supporting parks of automobile components and parts industry, and focus on the attraction of foreign capital for automobile components and parts, inside and outside adornment materials, metal processing and other supporting industries.

7. Ziya Industrial Park: it will give prominence to and guide the construction into a supporting park of renewable resources industry, and focus on the attraction of foreign capital for dismantling, recycling, deep processing and reuse of resources, as well as other supporting industries.
