REPLY OF THE STATE COUNCIL ON APPROVING SUZHOU INDUSTRIAL PARK TO LAUNCH PILOT AREAS UNDER SPECIAL CUSTOMS SUPERVISION THAT HAVE THE COMPREHENSIVE BONDED FUNCTIONS OF BONDED PORT AREAS

The People¡¯s Government of Jiangsu Province and the General Administration of Customs, your request for instructions about Suzhou Industrial Park to launch pilot areas under special customs supervision that have the comprehensive bonded functions of bonded port areas has been received. It is hereby replied as follows:

I. Suzhou Industrial Park is approved to launch pilot areas under special customs supervision that have the comprehensive bonded functions of bonded port areas. On the premise that no land is newly added, existing Export Proceeding Zones A and B and Bonded Logistics Center (Type B) in Suzhou Industrial Park will be integrated, and Export Proceeding Areas A and B and Bonded Logistics Center (Type B) will not be reserved in Suzhou Industrial Park any more. The planned acreage of integrated areas will be 5.28 square kilometers, and be divided into eastern and western net regions, of which, the eastern region will have an acreage of 3.88 square kilometers, east to Jiepu River, south to High Voltage Corridor, west to Weisheng Highroad, Modern Avenue and Shengpu Road, and north to Loujiang River and Shanghai-Nanjing Expressway; and the western region will have an acreage of 1.4 square kilometers (excluding the acreage of river channels), east to the west of National Semiconductor (Suzhou) Co. Ltd, south to Suhong Middle road, west to Xing Hu Street, and north to Loujiang River.

II. The integrated areas are approved to be named as the Comprehensive Bonded Zone of Suzhou Industrial Park, and the relevant policies for taxation and foreign exchange, etc. shall be implemented according to the Reply of the State Council on Establishing Yangshan Bonded Port Area (Letter No. 54 [2005] of the State Council). The customs house shall supervise it by referring to the measures for the supervision over bonded port areas. Pilot areas may be further enlarged if the conditions are ripe in the future.

III. The closed administration shall be implemented to the Comprehensive Bonded Zone of Suzhou Industrial Park, and the People¡¯s Government of Jiangsu Province shall rigidly enforce the overall planning on land utilization, reasonably, intensively and efficiently utilize land sources, and handle specific formalities for reporting the land utilization for approval; and shall, by referring to the standards for export proceeding zones, respectively organize the inspection of relevant segregation supervisory facilities and supervisory entities within this zone, as well as the construction of offices. After the conditions are ripe, the General Administration of Customs shall conduct a completion-based check and acceptance together with other relevant departments.

IV. The General Administration of Customs shall, together with other relevant departments, practically do a good job in the aspect of supervision over and service for the Comprehensive Bonded Zone of Suzhou Industrial Park, promote its healthy and orderly development, and make contributions to the integration of areas under special customs supervision and the regional economic development.
