	CIRCULAR OF THE STATE ADMINISTRATION FOR INDUSTRY AND COMMERCE ON USING THE NEW NATIONAL ECONOMIC INDUSTRIAL CLASSIFICATION WITHIN THE ADMINISTRATIONS FOR INDUSTRY AND COMMERCE

The State Statistics Bureau and the State General Administration of Quality Supervision, Inspection and Quarantine have newly revised the National Economic Industrial Classification (GB£¯T4754¡ª2002), and the State Administration for Industry and Commerce (SAIC) will start to use the newly revised National Economic Industrial Classification in the registration and statistics work of the industry and commerce administrations of the whole country as of October 1, 2002. For smooth switch to the new classification data, the following circular is made concerning the relevant issues relating to the use of new industrial classification standards and codes within the administrations:

I. The administrations for industry and commerce of the localities shall have the registration organs to coordinate the relevant entities to switch the old industrial classification codes to new ones as soon as possible with respect to the existing data.

II. In the concrete registration work, the industrial classification codes shall be made up to 4 figures (0 shall be placed if there are less than 4 figures) on the basis of the large, middle, and small classes according to the business scope of the companies and enterprises; if the business scope includes more than 2 small classes, then the industrial classification code shall be of middle class; if the business scope includes more than 2 middle classes, then the industrial classification code shall be of large class; if the business scope includes more than 2 large classes, then the industrial classification code shall be of the large class in accordance with the major business item.

III. The National Economic Industrial Classification has been included in the Newest Compilation of Laws and Regulations on Enterprise Registration edited by the Enterprise Registration Bureau, the administrations shall well organize the ordering for the registration organs under their respective jurisdictions.
