With a view to accomplishing the great goal of building a well-off society in an all-round way put forward by the Party's 16th National Congress, implementing the strategy of revitalizing the country by developing human resources, and building up a large contingent of high-quality talents, the following decision is hereby made on further enhancing the development of human resources.
I. SIGNIFICANT AND URGENT TASK FOR BOTH THE PARTY AND THE COUNTRY: IMPLEMENTING THE STRATEGY OF REVITALIZING THE COUNTRY BY DEVELOPING HUMAN RESOURCES
1. Human resources constitute a key issue for developing the cause of the Party and the country. In the present-day world, where the trend of multi-polarization is developing amidst twists and turns, economic globalization is going on in depth and science and technology are advancing rapidly, human resources have become the most important resources of strategic value and a more and more decisive factor in the competition in overall national strength. The first two decades of the 21st Century are a significant period of strategic opportunities for China to build a well-off society in an all-round way and to create a new situation in building socialism with Chinese characteristics. As the foundation for building a well-off society, human resources play a central role in adjusting the country to developments and changes in both national and international spheres, improving the socialist market economy, enhancing the Party's art of leadership and governance and keeping a firm grip on initiatives to accelerate development. We must incorporate human resources development into the overall planning for national economic and social development, spare no efforts in tapping human resources and take the road of national revitalization through human resources development.
The Party and the country have always been attaching great importance to human resources development, and particularly since the adoption of reform and opening-up policies, have cultivated a large number of talents, who in turn have played important roles in driving forward the socialist modernization. Entering a new stage in the 21st century, the Communist Party of China (CPC) Central Committee and the State Council have, after a serious study of international and national situations and by acting upon the important thought of the "Three Represents", put forward the strategy of revitalizing the country through human resources development and formed a basic idea and the macro-layout thereabout in addressing the new historical conditions. Remarkable achievements as China has made in human resources development, the quantity, structure and quality of its human resources have thus far been unable to meet the needs of economic and social development, particularly by referring to the shortage of high-level, skilled, and multi-disciplinary talents who are urgently needed for the modernization drive; the basic role of the market in allocating human resources is insufficiently exerted, institutional barriers to human resources flow have not been removed, and the personnel mechanism aimed at the best use of talents has yet to be improved. In an significant period of further resources integration and overall propelling are needed for China's human resources development, we must fully understand the extreme importance and urgency of such development, strengthen and improve the leadership of the Party thereover, tightly seize opportunities and positively address challenges, in an effort to bring China's human resources development up to a new level.
2. The fundamental task concerning human resources at a new stage in the 21st Century is to implement the strategy of revitalizing the country through human resources development. In the great cause of building socialism with Chinese characteristics, we should put human resources development as a key factor for developing our cause, cultivate hundreds of millions of high-quality laborers, tens of millions of specialized personnel and a large group of top-notch innovative personnel, build up a large-scale, rationally-structured, competent contingent of talented people and create a new situation where talented people can emerge in large numbers and make full use of their talent, therefore transforming China, a populous nation, into a human resources power, improving China's core competitiveness and overall national strength, finishing the historical task of building a well-off society in an all-round way, and realizing the great rejuvenation of the Chinese nation.
While implementing the strategy of revitalizing the country through human resources development, we must take Deng Xiaoping Theory and the important thought of the "Three Represents" as our guidance and act upon the spirit of the 16th CPC National Congress. Out of the scientific judgment that human resources are primary resources, we must uphold the Party's control over talents' affairs and the principle of putting man at the first place, fully tap both national and international human resources, keep a firm grip on the three links 每 cultivation, attraction and use of talents, strengthen the building of a contingent of talents mainly composed of Party and government officials, enterprise managers and technical professionals and gather all kinds of outstanding people for various undertakings of the Party and the country, thus providing strong personnel guarantee and broad intellectual support for building a well-off society in an all-round way. The basic requirements for implementing the strategy of revitalizing the country through human resources development are:
每 Having the important thought of the "Three Represents" in command of human resources development. The important thought of the "Three Represents" is the basic guideline for propelling human resources development in the new century. Acting upon the requirements of developing advanced productive forces, advanced culture and the fundamental interests of the overwhelming majority of the Chinese people, we must firmly carry out the policy of respecting work, knowledge, talents and creation, have the important thought of the "Three Represents" run through the entire process of human resources development, and try to create a new situation thereabout.
每 Taking development promotion as the basic starting point for human resources development. Development is the Party's top priority in governing and rejuvenating the country. We should form a concept of overall, coordinated and sustainable development so as to promote the overall economic, social and human development. Development should be highlighted during the setting of goals and tasks, the formulation of policies and measures, and the testing of results and effects, of human resources development.
每 Forming a scientific concept of talents. Talents are among the people. Whoever have certain knowledge or skills, are capable of creative work, and contribute positively to propelling socialist material, political and spiritual civilizations and building socialism with Chinese characteristics, are talents needed by the Party and the country. We should put equal emphasis on a person's ability and integrity, judge a person by his integrity, knowledge, ability and performance, instead of merely by his educational background, professional title, seniority ranking or social identity, and select talents in a flexible manner. Everybody is encouraged to contribute and succeed.
每 Strengthening human resources capacity-building. By upholding capacity building as the theme of human resources development, we should increase investment in human resources and give priority in developing science, technology and education, so as to turn China's population pressure into human resources advantages and lay a solid foundation for sustained emergence and full utilization of talents of all kinds.
每 Building three groups of talented people simultaneously. Classified guidance and overall propelling should be upheld for the build-up of Party and government officials, enterprise managers and technical professionals, who make up the major groups of talented people in China. Emphasis should be given to cultivating a large number of high-level and skilled personnel, who in turn will stimulate the building of a whole contingent of talents.
每 Propelling the restructuring of human resources. We should, in accordance with the requirements of coordinating the development of urban and rural areas, of different regions, of economic and social sectors and of man and nature, and of coordinating national development and the opening-up to the outside world, accelerate the restructuring, optimize the allocation, promote the rational distribution, thus bringing into full play the overall functions, of human resources.
每 Creating a new mechanism and a better environment for human resources development. The vitality of human resources depends on the mechanism and environment. We should follow the law of human resources development, uphold the reform orientation of the market-based allocation of human resources, and strengthen and improve the macro-control, so as to establish a human resources development mechanism full of vigor and vitality. We should create a sound atmosphere where outstanding people can emerge in large numbers and grow healthfully, and form a social environment to encourage, support and assist talented people on their way to success.
II. STRENGTHENING THE CULTIVATION OF TALENTS BY TAKING CAPACITY BUILDING AS THE CORE
3. Human resources capacity-building is the core of cultivating talents. We should develop concepts of macro-education and training, and on the basis of upgrading the ideological and ethical standards, the scientific and cultural qualities and the health of the whole people, foster people's learning and working capacities and enhance their creativity. We should, by focusing on creativity building and in accordance with the characteristics of different kinds of talented people, work out the standard for human resources capacity-building. We should reform the mechanism, contents and methods of and increase our efforts in, education and training. We should integrate learning with practices, and cultivation with use of talents, so that they can keep on gaining knowledge and skills in practice. We should enhance the education in patriotism, collectivism and socialism, foster correct world outlook and views on life and value, carry forward the spirit of devotion, hard work, cooperation and honesty, therefore promoting the overall development of talents of all kinds.
4. Accelerating the building of the modern national educational system in a better way to cultivate talents for the overall social and economic development. Education is the foundation for cultivating talents. We should, by gearing education to the requirements of modernization, the world and the future, and upholding the principle that education is to serve socialist modernization and the people and to be responsive to social needs, boost innovation in education and upgrade educational quality and management. We should coordinate urban and rural education, and further strengthen rural education. We should popularize nine-year compulsory education in an all-round way, actively develop senior secondary education, and propel quality education on all fronts. With national development and strategic needs in view, we should deepen the reform in the higher education system, enhance the integration of higher education with the economy and the society, restructure academic disciplines and specialties, develop new talent cultivation approaches, and establish an effective mechanism in adjusting education to the structure of human resources demand. We should accelerate the building of several world-class universities as well as a group of high-level universities and key disciplines. We should build stronger teams of leaders and a better contingent of teachers in institutions of higher learning, so as to bring into full play the role of such institutions as important bases for training talents. We should drive forward the reform and development of vocational education in addressing the requirements of taking a new path to industrialization and optimizing the industrial structure.
5. Accelerating the building of a life-long education system and promoting the formation of a learning society. It is imperative to further foster the concept in society at large that all the people should learn or even pursue life-long education. We should encourage people to engage in life-long learning in different forms and through diverse channels, and promote the building of learning organizations and communities. We should strengthen the planning and coordination of life-long education, optimize and integrate various kinds of educational and training resources, make a comprehensive use of learning, cultural and educational resources, and improve educational and training networks featuring wide coverage and multi-levels, in an effort to build a life-long educational system with Chinese characteristics. While further reforming and developing adult education, we should enhance the training and continuing education of various kinds of talents, and keep on selecting candidates for overseas (cross border) training. We should consolidate the role of employers as major entities in personnel training, encourage employees to pursue in-service self-learning, and improve the system of learning with pay. We should work out scientific and standardized measures for quality assessment and supervision, so as to improve the effectiveness of education and training.
III. UPHOLDING REFORM AND INNOVATION AND FORMING SCIENTIFIC MECHANISM FOR APPRAISAL AND USE OF TALENTS
6. Establishing a scientific and socialized talent appraisal mechanism with ability and performance as the key indicators. We must uphold the mass line and test talents in practice. We should improve the talent appraisal standards and overcome the tendency of overly focusing on one's educational background and seniority ranking while paying insufficient attention to one's ability and performance in the appraisal of talents. We should, by putting equal emphasis on one's integrity and ability and starting with the regulation of job classification and occupational standards, establish systems of indicators which are composed of factors including one's integrity, knowledge and ability while taking one's performance as the basis, for the appraisal of different categories of talents. We should reform the methods for the appraisal of different categories of talents, and seek distinctive appraisal methods with clear definition of the entities for conducting such appraisal. We should improve talent appraisal tools, develop and apply modern talent appraisal techniques, thus upgrading the level of scientific appraisal of talents.
The appraisal of Party and government officials must highlight popular support. We should foster scientific perception of development and correct views on political achievement, and uphold the principle of popular support and stress on real performance. We should further improve the regimes of democratic recommendation, assessment and review, and take the opinions of the general public as an important indicator in the appraisal of Party and government officials. We should formulate the norms of position duties and responsibilities for Party and government officials of different levels and types, and establish a political achievement appraisal system as well as appraisal benchmarks in line with the concept of scientific development. We should perfect the regular and daily appraisal regimes and improve appraisal methods. In addition, we should establish and improve the responsibility system for conducting appraisals.
The appraisal of enterprise managers should highlight the recognition of the market and investors. We should develop organizations specialized in the appraisal of enterprise managers and explore socialized appraisal systems for the qualification of professional managers. We should improve a enterprise managers appraisal system which integrates the financial indicators reflecting one's business performance with the non-financial indicators such as those reflecting one's comprehensive management capabilities, and actively develop appraisal techniques suitable for different types of enterprise managers. The state-owned assets investor should improve the appraisal of managers of state-owned enterprises, and by focusing on the system of fixed tenures and the tenure target responsibility system, highlight the appraisal on one's business performance and comprehensive quality.
The appraisal of technical professionals should highlight the social and professional recognition. We should work out the guidelines for deepening the reform of professional titles, with the focus given to the breakdown of the life-long system for professional technical titles. We should promote the professional technical qualification system in an all-round way and accelerate the construction of the practicing qualification system. We should positively explore appraisal methods for technical professionals by combining qualification test, appraisal and peer review. We should develop and regulate intermediary organizations for talent appraisal, and under the macro-guidance of the government, conduct socialized appraisal of technical professionals on the basis of position requirements. We should drive forward the international mutual recognition of practicing qualifications of technical professionals.
7. Establishing a talent selection and appointment mechanism featuring openness, equality, competition and selection of the fittest so that outstanding people can come to the fore and be put into best use.
We should, by focusing on expansion of democracy and strengthening of supervision, deepen the reform in the selection and appointment of Party and government officials, and continuously ensure the selection and appointment to be more scientific, democratic and institutionalized. We should perfect the system of post-assumption through election, improve the system of post-assumption through appointment, regulate the system of post-assumption through exam, and promote the system of post-assumption through hiring. While improving the methods of open selection and competitive post bidding, we should select and appoint more outstanding young cadres and offer a "fast track" for their growth. We should gradually promote the system of fixed tenures for Party and government officials and establish and improve the normal step-down mechanism for them, so as to ensure the survival of the fittest and enhance the vitality of officials at large.
We should reform and improve the methods in which managers of state-owned enterprises are selected and appointed, by focusing on the promotion of market-orientation and professionalism of enterprise managers and combining market allocation, organizational selection and statutory administration. Posts of representatives of the state-owned assets investor are subject to dispatch or election in accordance with the law. Posts of managers are subject to the hiring system and contract-based management. We should, according to the enterprise development strategies and market orientation, expand the scope of candidates for enterprise managers and attract international and national top-class talents to assume enterprise posts. Generous support will be given to managers who can integrate production factors, make good use of social resources and draw various kinds of talents for business establishment.
We should deepen the personnel reform in public institutions by focusing on the promotion of the hiring system and position-based management. We should establish the personnel system addressing the characteristics of different kinds of public institutions, in accordance with the requirements of separation of government functions and those of public institutions, autonomy of organizations in personnel affairs, job-seeking of persons on their own, and statutory administration of the government. We should promote the system of the hiring system and position-based management and facilitate the transition from the pattern of fixed employment to the one of contract-based employment and from the pattern of identity-based management to the one of position-based management. We should work out personnel management regulations for public institutions to regulate such management links as need-based position set-up, competitive post bidding, salaries by position, and contract-based management, and gradually ensure that there are qualification-disqualification and promotion-demotion mechanisms for personnel and distinctions between remunerations.﹛﹛
IV. ESTABLISHING AND IMPROVING THE TALENT MARKET SYSTEM AND PROMOTING RATIONAL FLOW OF HUMAN RESOURCES
8. Establishing and improving the talent market system. We should, according to the requirement of improving the socialist market economy, propel in an all-round way the construction of the talent market system featuring a sound mechanism, standardized operation, good services and effective guidance and supervision, and further exert the basic role of market in allocating human resources. While establishing and improving the talent market mechanism, we should follow the law of market to bring into full play the role of employers and talents as market players, and promote the autonomous recruitment by enterprises and public institutions through the market and the autonomous job-seeking of talents in the market. Addressing the distinctiveness of human resources, we should, in accordance with the market supply-demand relationship, integrate the realization of the self value of the talents with the satisfaction of social demand, so as to effectively solve the conflict between supply of and demand for talents. We should drive forward the institutional reform of the employment services institutions affiliated to government agencies in a way to separate the regulator from the operators and to separate government functions from those of public institutions. We should guide state-owned enterprises and public institutions in their efforts to transform their personnel mechanism and to participate in market competition. We should intensify our efforts in forming an operating pattern featuring the macro-control of government agencies, fair competition of market players, strict self-regulation through guilds, and services of intermediary organizations. We should do away with institutional barriers to talent market development, network existing talents of all kinds with the labor market, and accelerate the building of a common talent market. In addition, we should build a more professional, computerized, industrialized, and internationalized talent market services system.
9. Promoting rational flow of human resources. We should further remove restrictions on human resources flow such as urban-rural, regional, departmental, trade, identity and ownership barriers, and smoothen the human resources flow channels between Party and government officials, enterprise managers and technical professionals, between public and non-public ownership organizations, and between different regions. We should develop personnel agency, reform rules on residential registration and personnel archiving, relax policies on application for permanent residential registration, promote the system of work residence permit mainly for attracting talents, and explore the construction of a socialized public administration and services system for personnel files. Technical professionals are encouraged to move through means such as part-time job taking, regular services, technical development, project introduction, scientific and technological consultancy, etc. We should enhance the macro-control of human resources flow, take effective measures to guide the flow of talents to the western regions, grassroots entities, regions with harsh conditions, and other places where they are urgently needed, and encourage talents to work conscientiously at the grassroots. We should formulate laws and regulations governing human resources flow and talent market administration and improve the system of personnel dispute arbitration. We should enhance the protection of state and commercial secrets during human resources flow, safeguard the lawful rights and interests of employers and various kinds of talents in accordance with the law, and ensure the openness and orderliness of such flow.
V. GIVING TALENTS MORE EFFECTIVE INCENTIVES AND GUARANTEE THAT AIM AT ENCOURAGING WORK AND CREATION
10. Improving the incentive mechanism in distribution. We should improve the system under which distribution according to work is dominant and a variety of modes of distribution coexist, give priority to efficiency with due consideration to fairness, and ensure that all kinds of production factors participate in distribution according to their respective contributions. We should, by catering to the characteristics of various categories of talents, establish and improve the distribution system and incentive mechanism which are compatible with the socialist market economy, closely linked to one's job performance and capable of encouraging innovations. We should strengthen the macro-control of income distribution, and rectify and regulate the order in distribution.
While improving the regime of state civil servants, we should gradually establish a system under which civil servants can have salaries in comprehensive reflection of elements such as job duties, ability, performance, and year of service, and in connection with both positions and ranks. We should enlarge the gap between incomes associated with different positions and ranks and increase the incentive of ranks. We should establish a salary-level determining mechanism under which the salaries of civil servants are compatible with national economic development and social progress and can approximately match the average salaries of their counterpart in enterprises. We should improve the system of allowances for those working in areas with harsh conditions and in remote areas and implement the system of classified administration of region-based extra allowances under the unified control of the Central Government. Special salaries and allowances will be given to specialized professionals of state organs.
While propelling the reform in the regime and personnel system of public institutions, we should gradually establish a remuneration system that addresses the characteristics of various kinds of public institutions, reflects personnel's job performance and upholds classified administration by level and category. The income distribution policies should be favorable to key positions and outstanding people. While guiding public institutions in exploring the forms and methods to effectively realize the participation of production factors in distribution according to their respective contributions, we should increase the strength of distribution policies in supporting public institutions such as those engaged in basic education or research, strategic high-tech research, and important research for public welfare. We should formulate and improve the administrative measures for technical professionals taking remunerative part-time jobs.
While deepening the reform of the state-owned assets administration system and establishing the modern enterprise system, we should gradually establish an enterprise remuneration system featuring regulation through the market mechanism, self-determining distribution of enterprises, democratic participation of employees, and supervision and guidance of the government. We should uphold the principles of combining the pattern of distribution according to work and that according to the participation of production factors, of combining short-term and long-term incentives, and of combining incentives and restraint, in a way to directly link the remuneration of enterprise managers with their responsibilities, risks and business performance. We should keep on improving the income structure and gradually establish a rational and effective incentive mechanism geared to market prices. We should, on the basis of classified guidance and step-by-step implementation, further improve the annual salary system for managers of state-owned enterprises.
We should establish and improve the modern property rights system and explore the property rights incentive mechanism. Qualified enterprises are encouraged to offer stock options and shareholding incentives to management personnel and technical professionals who have made outstanding contributions. We should protect intellectual rights in accordance with the law and explore the establishment of a system for the paid transfer of human capital and scientific and technological achievements.
11. Establishing a standardized and effective talent rewarding system. We should uphold the principle of combining spiritual and material rewards to establish a talent rewarding system under which government-initiated rewards play the guiding role while most rewards are to be set up by employers and social forces. We should bring into full play the dual incentive effect of rewards in offering economic interests and social honor. A national rewarding system for meritorious service should be established to give high honor and heavy reward to those who have made outstanding contributions to the national and social economic development. While further regulating reward establishment for various categories of talents, we should combine rewards with punishment and clearly define their application, in a way to provide effective incentives.
12. Establishing and improving the guarantee system for talents. We should positively explore the social security reform in state organs and public institutions and further improve the social security system in enterprises, so as to provide guarantee for the deepening of personnel work. We should, according to the characteristics and needs of various categories of talents, adopt diverse forms to gradually establish a national insurance system for important talents. While improving social insurance continuation methods for human resources flow between state organs, enterprises and public institutions, we should accelerate the reform in the welfare system, gradually fix fringing benefits in money, and keep on improving the living standards of talents.
VI. ENHANCING THE BUILDING OF A CONTINGENT OF HIGH-LEVEL TALENTS EARNESTLY AND WITH FOCUSES
13. Giving priority to the building of a contingent of high-level talents. During the build-up of talents, focuses should be given to mid-level and senior cadres, excellent entrepreneurs, senior exports in various fields, and other high-level talents. We should implement the national project for the cultivation of high-level talents, formulate the cultivation planning in line with our national conditions and international requirements, and apply classified cultivation in addressing different characteristics. We should keep on propelling institutional innovations to form a mechanism and environment conducive to the growth of high-level talents.
We should, by focusing on the enhancement of ideological and political construction and governing capacity building, cultivate a group of politicians who are loyal in implementing the important thought of the "Three Represents" and good at running the Party, state and army. We should strengthen our efforts in helping leading cadres pursue theoretic study and gain practical experience. Bearing in mind that the Party is built for the public and it exercises state power for the people, we should do effective work to solve the outstanding issues in respect of ideal and faith, political orientation, political disciplines, views on the Party's purposes, etc. We should help mid-level and senior cadres improve their abilities of sizing up the situation in a scientific way, of keeping the market economy well in hand, of coping with difficult situations, of exercising state power in accordance with the law, and of commanding the whole situation.
We should, by focusing on the upgrading of strategic market entry capabilities and modern business administration, pick up speed in cultivating a group of excellent entrepreneurs of internationally advanced level who have familiarized themselves with both international and domestic markets. We should foster professionalism among entrepreneurs in line with the law of their growth, thereby improving their professional level. We should establish and improve the incentive and restraint mechanism for entrepreneurs and bring into full play their enthusiasm for competition and sustained business establishment. We should implement the "going-out" strategy by developing internationally competitive companies and enterprise groups and by encouraging entrepreneurs to participate in international economic and technological cooperation and competition on a broader scale, in more spheres and on a higher level. We should accelerate the establishment and improvement of the modern enterprise system, perfect corporate governance, and provide wider space and better chances for the growth and business establishment of entrepreneurs.
We should, by focusing on the enhancement of creativity and scientific spirit, pick up speed in fostering a group of senior experts who can gain advanced standing on world frontiers. We should pay equal attention to natural sciences and social sciences and humanity, and to basic research and application research. We should, by relying on national great talent cultivation plans such as the 21st Century project of cultivating hundreds of world-class scientists, engineering experts and theorists, thousands of national academic and technical leaders, and tens of thousands of backbone young talents, major scientific research and construction projects, key disciplinary and scientific research bases and international academic exchange and cooperation projects, drive forward the building of creative teams and enhance the cultivation of disciplinary leaders. We should establish a scientific research mechanism featuring openness, movement, competition and cooperation, further remove seniority-based priority assignment and short-sighted acts aimed at quick results and instantaneous gains, and make greater efforts in cultivating a group of middle-age and young senior experts. The policy of "letting a hundred flowers blossom and a hundred schools of thought contend" will be upheld to form a good atmosphere of encouraging innovation and exploration. We should intensify our efforts in improving working conditions and creating a working environment conducive to innovation. We should carry forward the spirit of patriotism, upgrade the level of science and morality, and encourage experts in all fields to work hard and scale new heights in their undertakings. We should pay sufficient attention to the building of a contingent of high-level talents in science and technology of national defense. We should give due consideration to the role of old experts and professors. We should improve the system of academicians, the system of special government allowances, the post-doctoral system and other high-level talent cultivation systems, and form a better system of rules for the cultivation and selection of senior experts.
The Central Government and provincial governments should, in light of the demand for long-term development of various undertakings of the Party and the country, establish a contingent of provincial / ministerial-level and prefectural / departmental-level cadres featuring sufficient quantity, good quality, a complete list of categories and a rational structure. Meanwhile, we should establish a reserve of high-level talents and build direct contact with a group of excellent entrepreneurs and various kinds of senior experts. We should establish and adjust special funds for high-level talents, encourage employers and other entities in all walks of life to provide guarantee for high-level talents in their work and life, stimulate their enthusiasm for contributions, tap into their innovative potential and bring into full play their model role in the build-up of talents.
14. Increasing efforts to attract students and scholars studying overseas and overseas high-level talents. We should continue to implement the policy of supporting overseas studies, encouraging return to china, and granting freedom to come and go, and encourage persons studying overseas to serve motherland in diverse forms. We should, by acting on the requirement of expanding channels for overseas studies, attracting talents' return, supporting innovation and business start-up and encouraging service to the motherland, formulate and implement plans for the return of persons studying overseas, with the focus given to the attraction of high-level talents and talents who are urgently needed. We should take forms including introduction of groups of talents, chain introduction of talents by core person(s), introduction of talents through high-tech project development, etc., and establish a talent introduction mechanism in line with the characteristics of persons studying overseas. We should establish a uniform national information system for talents studying overseas as well as a reserve of such talents, improve the appraisal and recognition system for them and enhance the pertinence and effectiveness in their attraction. We should make greater efforts in the financial support to the return of such talents and effectively solve their difficulties and problems. We should formulate policies to encourage and support the return of talents studying overseas and enhance the construction of bases for their business start-up. We should improve policies and measures for their service to the motherland and encourage them to take diverse forms to contribute to the national construction.
While positively introducing from overseas talents and other intellectual resources, we should ensure native talents to play a dominant role, practice a demand-based introduction pattern, highlight focuses and stress on effectiveness. We should formulate and implement the national planning for introducing talents from overseas and establish an appraisal and admittance system for overseas talents. Priority will be given in introducing senior personnel in fields including high-tech, finance, law, trade, management, the personnel urgently needed for basic research etc. We should follow international practices and market rules to formulate laws governing investment immigration and technical immigration as well as administrative rules for the hiring of senior personnel from overseas. We should work out the measures concerning the hiring of senior personnel from overseas for public service and apply a system of long-term or permanent residence in China for senior personnel introduced from overseas. We should encourage and draw overseas Chinese experts to work for China's modernization. We should establish and improve the market for international talents, develop and regulate intermediary organizations for introducing talents from overseas, and protect the lawful rights and interests of employment-seeking talents from overseas and of employers.
15. Strengthening and improving the security of national important talents. We should pay sufficient attention to and place full trust on national important talents and safeguard their safety through legislation, in a way to effectively prevent the brain drain. We should work out laws, regulations and policies to improve the living standards of important talents, to safeguard their lawful rights and interests and to regulate their flow. We should file the information of national important talents and adopt dynamic administration thereof.
VII. PROPELLING THE COMPREHENSIVE DEVELOPMENT OF HUMAN RESOURCES AND REALIZING THE COORDINATED ENHANCEMENT OF PERSONNEL WORK
16. Coordinating human resources development and social and economic development. We should incorporate personnel work into the national economic and social development planning, and establish and improve the macro-control system for human resources development. We should, by catering to the demands on personnel quantity, structure and quality, liquidize remnant human resources, increase the quantity of human resources by a large margin, keep upgrading personnel quality, and adjust and optimize personnel structure. We should develop and allocate human resources in close connection with the implementation of important development strategies of the country. Effective measures should be taken to promote the rational distribution of human resources between urban and rural areas and between regions, industries, trades, and different ownerships. We should propel the comprehensive development of human resources and increase our efforts in cultivating various kinds of urgently needed talents. Due consideration should be given to the cultivation of female talents, ethnic minority talents and non-CPC-member talents. The role of veteran cadres who have stepped down from their positions and those who have retired should be exerted. Positive efforts should be made on personnel work in the rejuvenation of old industrial bases such as the country's northeast regions. We should keep on expanding the coverage of personnel work and seek coordinated development of human resources of various kinds.
17. Further enhancing human resources development in the country's western regions and regions inhabited by ethnic minorities. Human resources are the key in the development of the western regions and regions inhabited by ethnic minorities. We should foster correct personnel views, formulate flexible personnel policies, create a sound personnel mechanism and environment, stabilize and make good use of existing personnel, pay attention to the development of ethnic minority personnel, and positively bring in urgently needed personnel. We should make greater efforts in developing education in the western regions, strengthen vocational education, enhance cultivation and training, and enlarge the scale of talent contingents. We should gradually raise the income of various categories of personnel in the western regions, and work out favorable policies for encouraging talents to work, especially on a long-term basis, in the western regions. We should accumulate talents by industries, attract talents through projects, and build platforms for attracting talents of various kinds to establish businesses in the western regions. We should adopt flexible policies for the soft flow of human resources, support technical professionals of large and medium cities who offer services to the grassroots of the western regions, and integrate the introduction of talents with that of other intellectual resources. We should further strengthen the support to personnel work of the western regions and regions inhabited by ethnic minorities, improve the mechanism for exchange of cadres between organs of the Central Government, the eastern and middle regions and regions inhabited by ethnic minorities, and enhance the exchange of Party and government leading cadres at the county level and above. We should continue to handle well the counterpart assistance to Tibet, Xinjiang and other regions, and enhance the personnel building in poverty-stricken areas.
18. Paying sufficient attention to human resources development in economic organizations of non-public ownership as well as in social organizations. Economic organizations of non-public ownership and social organizations are attracting more and more talents, who are important component part of the country's talents as a whole. We should incorporate various categories of talents in the new social strata into the administrative scope of the Party and the government, and foster a concept of talents and a business start-up mechanism for talents in compatibility with the basic economic system in the primary stage of socialism. We should remove institutional and policy barriers, treat politically without discrimination talents of economic organizations of non-public ownership and social organizations, and make uniform arrangement for talent polices including government rewarding, evaluation and awarding of professional titles, etc. We should apply a principle of equality and openness in the utilization of society-oriented public resources such as financial aids, funds, training projects, human resources databases, etc., and provide services to improve the environment for business start-up as well as talents' working and living conditions.
19. Enhancing the building of highly skilled personnel and rural practical personnel. Highly skilled personnel are, among other workers, an indispensable force for promoting technological innovation and for transforming scientific and technological achievements. We should implement the national training project for highly skilled personnel and the skill development programs, and accelerate the cultivation of highly skilled personnel through school education, job-based training, self-improvement, etc. We should bring into full play the role of higher vocational institutions, senior schools for technical professionals and technician colleges, as training bases, to expand the training scale and improve training quality. We should bring into full play the role of enterprises as the major entities in enhancing job-based training, seeking technological innovation and breakthroughs, improving methods of skills training, and promoting professional success. We should improve the professional qualification system for technical professionals, drive forward the reform in the examination and appraisal of technicians, integrate training with appraisal, utilization and treatment, and gradually establish a highly skilled talents fostering mechanism featuring a uniform standard, autonomous application, social appraisal and enterprise hiring. We should further raise the social status of highly skilled talents and optimize the social environment for their growth.
We should, in accordance with the need for promoting rural economic and social development and coordinating urban and rural development, make greater efforts to strengthen the building of practical personnel in fields such as rural science and technology, education, culture, health, business administration, etc. While continuing to implement the project of fostering practical personnel in counties, towns and villages, and the project of education and training for farmers, we should bring into full play the role of rural vocational schools, adult cultural and technical schools, rural modern distance learning networks and all kinds of agricultural technologies promotion and training organizations, accelerate the construction of rural sci-tech exemplary parks and zones and of relevant infrastructure for the promotion of advanced applicable technologies, integrate science, technology and education, improve the quality of the large number of rural laborers, and stimulate the rapid growth of practical personnel in rural areas. We should pay sufficient attention to the development of rural surplus labor resources and strengthen training for the transfer employment of rural laborers. While enhancing poverty relief through the support of talents and other intellectual resources, we should establish and improve the rural talent services system.
20. Enhancing the building of a contingent of young talents. To cultivate a large number of qualified and creative young talents is urgently needed for the sustainable development of human resources. We should establish and improve systems for various categories of young talents and support the emergence of outstanding youngsters. We should strengthen the education in national spirit with patriotism as its core, guide young talents in connecting their personal growth with the great cause of building a well-off society in an all-round way, and encourage them to gain experience in harsh and complicated environment and through abundant social practice. Cultivation of young talents should be treated as an important task during the implementation of major scientific research and engineering projects. College graduates are valuable human resources of the country as well as an important source of young talents. Party committees and governments at all levels should pay sufficient attention to college graduates, establish a college graduates employment mechanism which is oriented towards social needs, and make good use of such valuable resources.
VIII. UPHOLDING THE PRINCIPLE OF PARTY'S CONTROL OVER TALENT AFFAIRS AND CREATING A NEW SITUATION IN HUMAN RESOURCES DEVELOPMENT
21. The principle of the Party's control over talent affairs should be upheld in implementing the strategy of rejuvenating the county through human resources development. Upholding the said principle is an important decision made by the Party for adjusting itself to the new task of building a well-off society in an all-round way, to the new requirement of improving the socialist market economy and to the new change in the Party's historical position, and for reforming and improving its way of leadership and governance and upgrading its governing capacity. Upholding the said principle is an essential guarantee for human resources to develop in a correct direction. Party committees and governments at all levels should take human resources development as an important and urgent strategic task and increase their efforts on it. It is imperative to act on the principle that the Party commands the overall situation and coordinates efforts of all quarters, bring into full play the Party's ideological, political and organizational advantages and its advantage in keeping close ties with the masses, exert the role of Party committees as the core of leadership, and form a new human resources development pattern featuring the unified leadership of Party committees, initiatives and control of organizational departments, duty performance and support of relevant departments, and broad participation of social forces. Human resource development should be incorporated into the target responsibility system for Party and government leading teams, and be subject to regular assessment. Bearing important responsibilities for human resources development, the leading persons-in-charge of Party committees and governments at all levels should foster a strong awareness of human resources, be good at discovering, training, accumulating and serving talents, and ensure that a wide variety of talents are attracted and put into optimal use.
Human resources development is an important part of strengthening and improving Party building. Party organizations at all levels should strengthen education and training of Party members, so as to help them become models in learning, work, innovation and contribution and play the leading role in the path of talents' growth. We should recruit Party members and cultivate Party cadres from various categories of outstanding talents and attract more talents into Party organizations at all levels.
22. Party's control over talents' affairs is mainly demonstrated by its control over macro planning, policy-making, coordination and services. Party committees at all levels should, in line with the requirement of translating such control into sound and dynamic human resources development, make good coordination and planning, formulate major guidelines and policies in respect of talents, define development goals, and promote the coordinated development of all categories of talents. Party committees at all levels should apply classified guidance, and in line with the different characteristics and the law of growth of various categories of talents, create new theories, regimes and methods for human resources development, so as to put talents into best use. Party committees at all levels should integrate resources and establish a work mechanism featuring the combination of unified and separate management, coordination and efficiency, in a way to fully utilize all positive factors and make concerted efforts in human resources development. Party committees at all levels should actively provide services, keep improving the working and living conditions of various categories of talents through policy support, spiritual incentives and environmental guarantee, and enhance the attraction and appeal towards talents through the power of emotion and personality. Party committees at all levels should handle talent affairs according to law, accelerate the construction of a legal framework for such affairs, and ensure them to be more standardized and effective. We must cultivate talents by undertakings, accumulate talents by a favorable environment, stimulate talents by a good mechanism, and safeguard talents by a sound legal system, so as to effectively guide, protect and utilize their enthusiasm and creativity. We must transform human resources advantages into intellectual, scientific, technological and industrial advantages, unleash all the vitality contained in work, knowledge, technology, management and capital, and give full play to all sources of social wealth for the benefit of the people.
23. To fully implement the principle of Party's control over the cadres affairs, we must mobilize and organize all social forces to increase investment, to improve the legal system and to optimize the environment. We should foster the idea that investment in human resources promises best returns, and keep increasing such investment. We should improve the mechanism under which investment in human resources is made from diverse sources such as the government, the society, employers and individuals. The Central Government and governments at all local levels should, according to the actual need of human resources development, make budgetary arrangement of necessary funds for the cultivation of high-level talents, introduction of urgently needed talents, development of human resources in the western regions, public funding of overseas studies, etc. For spending on major construction and scientific research projects, a certain portion should be used for human resources development. We should strengthen supervision and administration over the use of funds for human resources investment, and improve the returns on such investment. We should make greater efforts in legislation on human resources development, and by focusing on basic links such as the cultivation, attraction and use of talents, establish and improve the Chinese-characterized system of laws and regulations on human resources. We should make best use of modern science and technology and strengthen the construction of human resources information networks. While bringing into full play the important role of people's organizations such as trade unions, youth leagues, women's federations in human resources development, we should make better use of media to create a sound social environment in which everybody competes to succeed and makes full use of his talent.
Our era calls for talents, who in turn drive forward our cause. All Party comrades and the people of all ethnic groups of the country, let us rally closely around the CPC Central Committee with Comrade Hu Jintao as its Secretary-General, take Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important thought of the "Three Represents" as our guidance, fully act on the spirit of the 16th CPC National Congress, vigorously implement the strategy of rejuvenating the country through human resources development, inject more care, research, publicity and efforts into such development, and work hard to build a well-off society in an all-round way and realize the great rejuvenation of the Chinese nation!
