(Circular of the Ministry of Personnel, the Ministry of Education, the Ministry of Science and Technology and the Ministry of Finance on Printing and Distributing the Guiding Opinions on the Definition of High-level Talents Having Studied Abroad in the Introduction Work of Talents Having Studied Abroad (No. 25 [2005] of the Ministry of Personnel, March 22, 2005): In order to carry out the guidelines of the Party Central Committee and the State Council on "supporting the overseas studies, encouraging talents to return home to render their services and ensuring the freedom of travel in and out of the country" and the requirements of "expanding channels for overseas studies, attracting talents to return home, supporting innovations and pioneering businesses, and encouraging the services for motherland", and in order to further conduct well the work on returned students¡¯ services for motherland and improve the pertinence and effectiveness of the introduction work of talents having studied abroad, the Ministry of Personnel, the Ministry of Education, the Ministry of Science and Technology and the Ministry of Finance have, in collaboration with member ministries of the national inter-ministerial joint meeting on the return of talents having studied abroad to home to render their services, formulated the Guiding Opinions on the Definition of High-level Talents Having Studied Abroad in the Introduction Work of Talents Having Studied Abroad.) |

In order to carry out the Opinions on Encouraging High-level Talents Having Studied Abroad to Return Home to Render Their Services (No. 63 [2000] of the Ministry of Personnel) as distributed upon the approval of the State Council and the Party Central Committee and improve the pertinence and effectiveness of the introduction work of talents having studied abroad, the guiding opinions concerning the relevant issues on defining the high-level talents having studied abroad in the introduction work of talents having studied abroad are given as follows:
I. DEFINING HIGH-LEVEL TALENTS HAVING STUDIED ABROAD BEING FUNDAMENTAL WORK FOR THE ACTIVE INTRODUCTION OF TALENTS HAVING STUDIED ABROAD
The talents having studied abroad are not only invaluable fortune of our country but also an importing component part of human resources of our country. The Decision of the Central Committee of the Communist Party of China and the State Council on Further Strengthening the Work on Human Resources (hereinafter referred to as the Decision) points out that the appraisal and recognition system of talents having studied abroad shall be perfected, with the focus being given to the introduction of high-level talents and talents who are badly needed. To do a good job in defining high-level talents having studied abroad is a requirement for carrying out the Decision, an important measure for the strengthening and improvement of introducing talents having studied abroad, as well as a fundament work for introducing high-level talents having studied abroad in a focus-highlighted, planned, target-oriented and active manner, and is very meaningful for further strengthening the human resources construction of our country and doing a good job in introducing talents having studied abroad.
II. SCOPE OF HIGH-LEVEL TALENTS HAVING STUDIED ABROAD
Pursuant to the Opinions on Encouraging the High-level Talents Having Studied Abroad to Return Home to Render Their Services, the high-level talents having studied abroad to be introduced generally refer to: senior management talents, senior professional technological talents and academic and technical leaders who are government-funded and self-supporting students studying abroad and are engaged in scientific research, teaching, engineering and technical, financial and management work abroad after having finished their studies, have outstanding achievements, and are badly-needed by our country, and those talents that own patents, inventions and know-how that have bright futures in the aspect of industrialization development.
III. MAIN PRINCIPLES FOR DEFINING HIGH-LEVEL TALENTS HAVING STUDIED ABROAD
The following main principles shall be well commanded so as to do a good job in defining high-level talents having studied abroad in the introduction work of talents having studied abroad:
(1) Adhering to the scientific concept on talents;
(2) Adhering to the principle of equal emphasis on a person's ability and integrity, and judging a talent mainly by his integrity, knowledge, ability and performance;
(3) Showing respect to the rule of human resources growth, and combining the knowledge, performance and contribution of a talent with his potential for development;
(4) Testing a talent through experience, and paying attention to the professional recognition; and
(5) Showing respect to the diversity, gradation and relativity of talents.
IV. CONDITIONS FOR DEFINING HIGH-LEVEL TALENTS HAVING STUDIED ABROAD
A high-level talent having studied abroad shall be devoted to the motherland and would like to contribute to the motherland's development and modernization construction, has good professional quality and a strong sense and spirit of innovation, and has achieved a lot in his industry or field. The conditions for the definition are as follows:
(1) A pioneer or founder of some field that has certain reputation in the international academic and technological circle, or a famous scientist that has made outstanding contributions to the development of one field;
(2) An expert or scholar that acts as an equivalent of associate professor or associate researcher or takes a higher position in a famous foreign higher educational institution or a scientific and research institute;
(3) An operational and management expert that acts as a senior executive in a Fortune Global 500 enterprise, or takes a senior technical position in a famous transnational company or a financial institution or a famous law (accounting or auditing) firm, and is familiar with professional and international rules of relevant field, and has abundant experiences;
(4) An expert or scholar that takes a senior management position in a foreign government agency, an international inter-governmental organization or a famous non-government agency;
(5) An expert or scholar that has profound academic accomplishments and has made significant contributions to the development of a profession or field, has published an influential academic paper in a famous national academic periodical or won an internationally influential academic award, or whose accomplishments are academically advanced in his profession or field and are widely recognized by insiders of his field;
(6) An expert, scholar or technician that has ever run a large-scale scientific and technological or engineering project and has abundant scientific and technological or engineering experiences;
(7) A professional technological talent that holds his own intellectual property like significant technical invention or patent or his own know-how; and
(8) A special talent that has special skills and is badly needed by our country.
The defining of high-level talents having studied abroad in the introduction work of talents having studied abroad is of a strong policy-oriented nature and has a vast impact, therefore all regions and departments shall fully realize the significance of defining high-level talents having studied abroad, and seriously take control of principles, strictly grasp conditions, highlight the focuses of introduction in accordance with the spirit of these Opinions, and adjust measures to their local conditions, so as to actively and energetically attract high-level talents having studied abroad to return home to render their services pursuant to the situation and demand of high-level human resources of their respective regions and departments.
