OPINIONS OF THE MINISTRY OF EDUCATION ON FURTHER STRENGTHENING THE ABSORPTION OF EXCELLENT PEOPLE WITH OVERSEAS EDUCATION

In order to implement the "National Outlines for Medium- and Long-term Planning for Scientific and Technological Development (2006-2020) ", speed up the implementation of the strategy of invigorating the country through science, technology and education as well as the strategy of strengthening the power of the country by relying on talented people, make greater efforts to absorb excellent people with overseas educational background, promote technical innovations and the development of new disciplines in China, build up a group of high-caliber talents who are able to adapt to the all-round, harmonious and sustainable development, we hereby put forward the following opinions regarding further strengthening the absorption of excellent people with overseas educational background by institutions of higher education, scientific and technological research institutions and domestic employers of entrepreneur parks for people with overseas educational background (shortened "domestic employers" hereafter).


I. DEFINING "EXCELLENT PEOPLE WITH OVERSEAS EDUCATIONAL BACKGROUND"

"Excellent people with overseas educational background" may cover the following three levels:

The first level: It is aimed to attract a group of leading scholars in certain disciplines who are leaders in the world so as to form a group of excellent innovation organizations.

The second level: It is aimed to attract a large group of excellent academic leaders with a solid academic basis as well as prominent innovation capabilities and development potentialities so as to promote technical innovations and the development of certain disciplines.

The third level: It is aimed to attract a large quantity of young backbone teachers and scientific researchers so as to uplift the overall caliber of the group of teachers and scientific researchers.


II. WORKING OUT A CATALOGUE OF DEMANDS FOR EXCELLENT PEOPLE WITH OVERSEAS EDUCATION, BUILDING UP AND IMPROVING AN DATA BANK OF EXCELLENT PEOPLE WITH OVERSEAS EDUCATION

This Ministry will, when talents are actually needed in the educational development, the scientific and technological development, industrial development, regional development, etc., establish the system of forecasting the demands for people with overseas educational background and publishing the information on such demands, fully grasp the information on the demands of various domestic employers for talents, build up and improve the information bank on the demands of domestic employers for excellent people with overseas educational background, make national and local information banks of the policies and measures for attractting people with overseas educational background, as well as provide convenient, prompt, accurate and timely domestic services of inquiry and consulting of the information on demands for the excellent people with overseas educational background to come back to work in China.

We shall further strengthen and improve the construction of the information system of the education offices of Chinese embassies or consulates stationed abroad on the management of study-abroad scholars, and shall, on this basis, build up the information bank of the excellent people with overseas educational background who intend to come back to work in China, strengthen the management and services of the education offices of Chinese embassies or consulates stationed abroad to those who're studying abroad, keep informed of, contact, and recommend the leading scholars of certain disciplines, academic leaders and academic backbones who are urgently needed in China.

Each domestic employer may, according to the characters and planning of the development of the disciplines concerned, make pertinent plans on the absorption of talents, and formulate management measures on the absorption of talents.


III. BUILDING UP A TWO-WAY SELECTION PLATFORM FOR EXCELLENT PEOPLE WITH OVERSEAS EDUCATION, AND PROVIDING SERVICES FOR EXCELLENT PEOPLE WITH OVERSEAS EDUCATION TO COME BACK TO CHINA TO BE EMPLOYED OR TO START UP THEIR ENTREPRENEUR CAREERS

This Ministry will, through various avenues and forms, publish information on domestic demands for people with overseas educational background and information on excellent people with overseas educational background who intend to come back to work in China, build up a two-way interaction platform for online communications and negotiations, and propel the linkup of domestic employers with the excellent people with overseas educational background and intend to come back to work in China:

1. To build up a special network information exchange platform and a long-distance video interview and negotiation system on the basis of the information of the education offices of Chinese embassies or consulates stationed abroad, that on www.cscse.edu.cn, www.csc.edu.cn, and that of China Scholars Abroad, , publish demand information at regular intervals, so as to provide both the excellent people with overseas educational background and the employers with services such as two-way interactive communications and recruitment negotiations.

2. To strengthen the contacts with and guidance to various academic organizations and associations of those studying abroad, give full scope to the intermediary function of the organizations, and to publish, via the organizations of those studying abroad, the information on demands for excellent overseas talents, and provide consulting and services for those studying abroad to come back to work in China.

3. This Ministry will, in May and December of each year, separately organize the people studying abroad and domestic employers to take part in the High-level Overseas Talents Recruitment Fair of Beijing Scientific and Technological Expo, and the High-level Overseas Talents Recruitment Fair of Guangzhou Scientific and Technological Fair of Chinese People Studying Abroad, and to have face-to-face communications and two-way selections.

4. We will organize the negotiation teams for absorbing excellent people with overseas educational background according to the plan step by step, organize domestic people in charge of personnel to hold talks with talents in the countries and regions abounding with people with overseas educational background. We will, via the education offices, organize excellent people studying abroad to hold communications and talks with domestic employers, encourage and guide excellent people studying overseas to come back to China and work in institutions of higher education, scientific and technological research institutions and other departments.

Domestic employers may be guided by this Ministry to independently organize teams to go abroad to follow up and talk with certain excellent people with overseas educational background, and fulfill the work of absorbing excellent people with overseas educational background.


IV. MAKING FULL USE OF NATIONAL PROJECTS OF SCIENCE AND TECHNOLOGY, EDUCATION AND SUPPORTS TO TALENTS TO GUIDE EXCELLENT OVERSEAS TALENTS TO COME BACK TO CHINA TO START UP THEIR OWN BUSINESSES

1. The institutions of higher education on the list of "211 Project" or the list of "985 Project", and the scientific and technological research institutions under the "100 talented scientist plan" shall consider the work of attracting excellent people studying abroad to come back to work in China as an important content of the project construction, make planning on special fund supports and provide funds for excellent people with overseas educational background to come back to work in China or to serve the home country in various forms.

2. We shall make greater efforts to support and encourage excellent study-abroad talents to come back to work in China by depending on programs such as the "Cheung Kong Scholars Program" and "Program for New Century Excellent Talents in University".

3. Great efforts shall be made to implement the "Project on Absorption of Intellects by Institutions of Higher Education for Academic Disciplinary Innovations" (the 111 Project), absorb excellent people studying abroad by way of organization absorption, drive of core talents, etc., promote the development of disciplines, and talent cultivation, and propel the construction of high-level research-oriented universities.

4. Greater efforts shall be made for the Ministry of Education's "Chunhui Program" to support excellent people with overseas educational background to come back to China and serve the home country for short terms. Excellent people with overseas educational background are encouraged to get fund supports under "Chunhui Program" and to come back to China and serve the home country for short terms so that some excellent people with overseas educational backgrounds will finally come back to work in China for long-term purposes by means of soft landing (cooperation).

According to the Ministry of Education's "Chunhui Program", excellent people with overseas educational background in key areas or some advanced academic disciplines are encouraged to, during their academic holidays in China, make use of their academic holidays to work on research or lectures in institutions of higher education, and to serve the construction of newly emerging domestic academic disciplines and advanced academic disciplines, as well as the establishment of world-class universities.

5. Greater efforts shall be made to increase the scholars supported by the "Overseas Returned Scholars' Scientific Research Initiation Fund", and to shorten the appraisal period of the "Overseas Returned Scholars' Scientific Research Initiation Fund", so as to create conditions for excellent people studying abroad to start up scientific research as soon as possible after they come back, and to promote excellent people with overseas educational background to settle down and develop in China.

Institutions of higher education, scientific and technological research institutions and other entities shall establish corresponding scientific research start-up funds for those with overseas educational background.


V. BUILDING UP RAPID AVENUES FOR PEOPLE STUDYING ABROAD TO COME BACK TO WORK IN CHINA, AND CONSCIENTIOUSLY RESOLVING THE WORRIES OF EXCELLENT PEOPLE WITH OVERSEAS EDUCATIONAL BACKGROUND IN THEIR ENTREPRENEUR CAREERS IN CHINA

We shall further improve the service functions of the education offices of Chinese embassies or consulates stationed abroad, and of the Ministry of Education's Overseas Education Service Center in respect of certification, management of personnel archives, certification of overseas education diplomas and degrees, and settling-down, intensify their service consciousness, and improve their service efficiency.

Chinese education offices stationed abroad shall actively provide domestic employers with information supports and services. When any domestic employer is in need of assistance, contact or confirmation of relevant information for absorbing any person studying overseas, the education office concerned shall timely provide relevant information consulting.

This Ministry will coordinate with the relevant department in facilitating those studying abroad in entry into, exit from and permanent residence in China for their coming back to work in China and serving the home country. This Ministry will also simplify the procedures for examination and approval in this regard, and improve the service quality.

We shall actively propel the establishment and implementation of specific measures on the enjoyment of national treatments by those with overseas educational background, appropriately resolve the problems on the work conditions and close interests of the excellent people with overseas educational background in respects such as housing, salary, residence belongingness, medical treatment, social insurance, scientific research start-up, investment and establishment of enterprises, intellectual property protection, children's schooling, family members' employment, and create a work environment and policy environment which may benefit the excellent people with overseas educational background in their work or their serving the home country.


VI. STRENGTHENING THE CONSTRUCTION OF ENTREPRENEUR PARKS FOR PEOPLE WITH OVERSEAS EDUCATIONAL BACKGROUND, SCIENTIFIC AND TECHNOLOGICAL PARKS OF UNIVERSITIES, ENTREPRENEUR BASES AND SERVICE INSTITUTIONS, AND MAKING GREAT EFFORTS TO IMPLEMENT THE "CHUNHUI CUP" INNOVATION ENTREPRENEUR CONTEST OF THOSE CHINESE SCHOLARS WITH OVERSEAS EDUCATION EXPERIENCE

We shall build up entrepreneur parks of scholars with overseas educational backgrounds, and a public entrepreneur service information network platform of scientific and technological parks of universities, improve the incubation function and project management function of the parks and bases, and broaden investment and financing avenues, so as to create a good incubation environment for people who studied overseas to start up their own businesses, attract and gather a group of excellent people with overseas educational backgrounds, who grasp modern scientific and technological achievements, have independent intellectual properties, and meanwhile have modernized enterprise management knowledge and market-based operation capabilities, to better cooperate with domestic employers, for them to combine production with research, for them to promote effective combination of foreign advanced technologies and management experiences with domestic resources, and for them to make contributions to the domestic employers' teaching, scientific research and hi-tech industry development.

This Ministry and the Ministry of Science and Technology will hold a "Chunhui Cup" innovation and business start-up contest among those with overseas educational background at regular intervals, and build up an business startup platform with the involvement of excellent people with overseas educational backgrounds, entrepreneur parks for people with overseas educational backgrounds, scientific and technological parks of universities, and venture capital institutions. We shall, through the "Chunhui Cup" innovation and business startup contest among those with overseas educational backgrounds, fully arouse the enthusiasm of the excellent people studying abroad to come back to China and start up their own businesses, encourage them to file active applications for innovation and business startup projects, and create conditions to support the project linkup of the participants with the scientific and technological parks of universities, entrepreneur parks for people with overseas educational backgrounds, and enterprises. We shall also, on the basis of the project technical level, investment foreground, benefit forecast and industrialization situation, organize entrepreneur parks for those studying overseas, scientific and technological parks of universities, venture capital institutions and domestic entrepreneurs to appraise the projects, hold talks on the projects and award the excellent ones, as well as propel people with overseas educational backgrounds to establish hi-tech enterprises.
