Since the reform and opening of China, foreign envoys and embassy diplomats in China (including the personnel of the agencies of international organizations stationed in China) have been invited to attend more and more activities hold by the people's governments of the provinces, autonomous regions and municipalities directly under the Central Government. These activities have enhanced foreign countries' understanding of China's reform and opening policies and achievements and expanded China's influence to foreign countries, and the overall situation is good.
Recently, some civil organizations of the localities have, without requesting instructions from the local departments of foreign affairs and the competent department under the Ministry of Foreign Affairs, invited and organized foreign envoys and embassy diplomats in China to visit the localities on a large scale. Without receiving report in advance, the relevant government departments of China have had difficulty in giving direction and cooperation in terms of policy, administration and security. Such acts have violated the relevant disciplines on foreign affairs, and created many inconveniences for the necessary security work, and thus shall attract highlighted attention of the offices of foreign affairs. In order to prevent occurring of similar situations, and to rigidify the disciplines on foreign affairs, the following provisions are hereby made:
I. Inviting foreign envoys stationed in China to visit any locality must be subject to the approval of the Department of Protocol under the Ministry of Foreign Affairs.
II. Where any organization or entity other than the office of foreign affairs of the province, autonomous region or municipality directly under the Central Government (hereinafter referred to province, autonomous region or municipality) needs to invite 3 or more foreign envoys in China to attend any activities, that organization or entity shall report to the local office of foreign affairs of the province, autonomous region or municipality for examination and approval in advance, and if approval is granted, the office of foreign affairs of the province, autonomous region or municipality shall, 20 days in advance, report the relevant plans to the Department of Protocol under the Ministry of Foreign Affairs for examination and approval, and only after the approval is granted may the invitation be issued to the envoys etc. If any relevant organization or entity really needs to invite 1 or 2 envoys for visiting due to business needs, it shall also report to the local office of foreign affairs of the province, autonomous region or municipality for record.
III. Where an application for inviting envoys has been approved, the office of foreign affairs of the relevant province, autonomous region or municipality shall make strict check in terms of policy, administration and security, and shall give necessary direction.
IV. Where foreign envoys in China are to go to any locality to attend important activities or the number of the attending envoys is over 10 (including 10), the office of foreign affairs of the relevant province, autonomous region or municipality shall strengthen the direction and take part in the concrete organization and arrangements of the activities.
V. The invitations of foreign envoys or embassy diplomats in China to visit Tibet Autonomous Region shall also be reported for examination and approval case by case pursuant to the existing measures.
