At the 21st Session of the Standing Committee of the Tenth National People's Congress, it is decided to accede to the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management, which was deliberated and adopted at the diplomatic conference of the International Atomic Energy Agency on September 5, 1997, and a declaration is made simultaneously as follows:
1. The government of the People's Republic of China understands "transboundary transport" mentioned in Article 2 (u) and Article 27 as:
"Before any contracting state of the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management as the arrival country permits the transboundary transport of a domestic entity from any other contracting state, it shall make the departure country of the transboundary transport confirm that the transboundary transport has been approved thereby."
2. Before the Government of the People's Republic of China issues a separate notice, the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management does not apply to the Macao Special Administrative Region of the People's Republic of China for the time being.
