From 2000, in order to meet the need of China's accession to the World Trade Organization, this Ministry has fully cleared the promulgated departmental regulations and departmental documents related to foreign trade and economic cooperation, foreign investment and other aspects in accordance with the uniform arrangements of the State Council. Up to Dec. 27, 2001, 1 new departmental regulation has been formulated, 12 departmental regulations and departmental documents have been modified, and 356 departmental regulations and departmental documents have been abolished. At present, the localities are also clearing the relevant local regulations, local governmental regulations and other policies and measures according to the uniform requirements of the Central Government.

In order to carry out the Notice on Strengthening the Guidance to the Clearing Work of Relevant Local Regulations, Local Governmental Regulations and Other Policies and Measures to Meet the Need of Accession to the WTO of the Legal Office of the State Council, for the convenience for local clearing work and to keep the consistence of laws and policies, the clearing of departmental regulations and departmental documents (see the attachment) are hereby notified to you for reference in your clearing work. The aforesaid clearing work may also be consulted at the website of the MOFTEC (www. moftec. gov. cn), in the section of "Clearing of Laws, Regulations and Departmental Regulations" under the column "Laws and Regulations".

The local clearing work shall be carried out in strict accordance with the requirements of the No. 22 document [2002] of the General Office of the Central Party and the No. 147 document [2001] of the MOFTEC. With respect to the problems encountered and situations needing to be reported during the clearing work, please contact with the (department of laws and regulations) MOFTEC.
