In April this year, the State Economic and Trade Commission (SETC) and the People's Government of Jiangsu successfully held the first International Purchase Fair for Transnational Retail Groups, which is a new attempt and method to establish and keep good and long-term cooperative relationship between Chinese and foreign enterprises, and is warmly welcomed by and receives positive response from domestic production enterprises and international retail groups.

For recent times, some localities have successively held activities, basically the same as the International Purchasing Fair for Transnational Retail Groups, to invite foreign business enterprises, especially transnational retail groups, that have already made or are going to make investment in China to participate, resulting in repeated and redundant purchasing fairs, affecting the normal purchasing plans of transnational retail groups, and increasing the burdens of these enterprises, and foreign investors have intense reaction against this.

In accordance with the recent guidance of the leaders of the State Council on "the trend of holding of fairs should not be encouraged", and in order to bring into play the role of circulation in guiding and promoting production, to facilitate the integration of production and circulation, to increase exports and to drive domestic industries to upgrade, the SETC will, according to the law of purchasing of international retail groups, plan and coordinate in a unified way, earnestly serve the foreign investors so that they can increase purchases in China. The local economic and trade commissions shall reduce the blindness in holding similar activities, and make the activities to develop in a really healthy and order way.
