The Report on the Progress of China's Accession to the World Trade Organization, which was made by the Ministry of Foreign Trade and Economic Cooperation upon authorization by the State Council, was read and examined at the 15th meeting of the Standing Committee of the Ninth National People's Congress. At this meeting, the efforts made by the Chinese Government for China's accession to the World Trade Organization were sufficiently affirmed.
It was held at the meeting that: as China is the largest developing country in the world, its accession to the World Trade Organization will be beneficial to its reform and opening as well as its economic development, and is also the need for establishing an integrated and open international trade system. China will join the World Trade Organization as a developing country only, and should insist on the principles of balancing the rights and obligations and gradually opening up the market in sequence, so as to guarantee that the State can control the lifeline of the national economy, and maintain the national economic security and national sovereignty.
On the basis of the new situation after the 15th meeting on China's negotiations for accession to the World Trade Organization, it is hereby decided at this meeting that: to approve of the State Council, in compliance with the above principles, completing the negotiations for accession to the World Trade Organization and appointing representatives to execute the Protocol on China's Accession to the World Trade Organization. The procedures for China's accession to the World Trade Organization will be completed upon approval by the president of China.
