The 17th session of the Standing Committee of the Tenth National People's Congress decides to ratify the Framework Convention on Tobacco Control adopted at the 56th conference of the World Health Organization on May 21, 2003, and simultaneously declares that under Paragraph 5 of Article 16 of the Framework Convention on Tobacco Control of the World Health Organization, it is prohibited to use any cigarette automatic vending machine within the territory of the People's Republic of China.
