In order to further improve the examination and approval as well as the administration of foreign-funded products export and advanced technical enterprises (hereinafter referred to as "two types of enterprises") and elevate the efficiency of administration, we plan to initiate the "Two Types of Computer-based Network Accreditation and Examination System for Foreign-funded Enterprises" (hereinafter referred to as the "Accreditation and Examination System") and hereby notify the relevant issues as follows:

1. The software of the "Accreditation and Examination System" was developed and designed according to the Implementation Measures for Accrediting and Examining Foreign-funded Products Export and Advanced Technical Enterprises (No. 822[1996] of the Ministry of Foreign Trade and Economic Cooperation). There are four editions (ministerial level, provincial level, prefecture level and enterprise level) in the classified and computer-based network administration system for the "Accreditation and Examination System". The foreign-funded enterprises that apply for accreditation and examination in every region each year shall be incorporated into the administration based on the present system.

2. This Ministry plans to formally initiate the "Accreditation and Examination System" in January, 2002. Upon the initiation of the system, all regions shall, according to the requirements in the relevant provisions of the implementation measures for accrediting and examining two types of enterprises, report the relevant information on the management of two types of enterprises through the system software.

3. A probation period shall last from the distribution of the software to the end of 2001. All regions shall feed back the problem, if any, arising in the process of application as well as put forward the relevant suggestion on improvement to this Ministry (department of foreign investment) in a timely manner so as to improve and perfect the design of software in an updated way.

4. In order to promote the application and popularization of the software, this Ministry plans to hold a training class for applying the software of the "Accreditation and Examination System" in the near future and distribute the software to all regions. The specific arrangement will be separately notified.
