Addressing the requirements of the administrative departments of education of the governments of the Special Administrative Regions of Hong Kong and Macao (HKSAR and Macao SAR), this Ministry has approved that the relevant universities and colleges of the HKSAR and Macao SAR may recruit self-funded students from 17 inland provinces, namely Beijing, Tianjin, Liaoning, Shanghai, Jiangsu, Zhejiang, Fujian, Shandong, Henan, Hubei, Hunan, Guangdong, Guangxi, Hainan, Chongqing, Sichuan and Shaanxi (autonomous regions and municipalities directly under the Central Government) since 2005. In particular, some universities and colleges in Macao SAR will recruit preparatory students and graduates. In order to do a good job in this respect, we hereby notify the relevant issues as follows: I. MEASURES FOR THE UNIVERSITIES AND COLLEGES OF HKSAR TO RECRUIT INLAND SELF-FUNDED UNDERGRADUATE STUDENTS (1) Recruitment Universities and Colleges The University of Hong Kong, The Chinese University of Hong Kong, Hong Kong Polytechnic University, The Hong Kong University of Science & Technology, City University of Hong Kong, Hong Kong Baptist University, Lingnan University, The Hong Kong Institute of Education (2) Registration as Candidates for Admission Those students who take part in the uniform national college entrance examination (NCEE) in the 17 provinces (autonomous regions, municipalities directly under the Central Government) such as Beijing may all register as candidates for admission with the relevant recruitment universities and colleges of Hong Kong as their options. The registration and consultation of The University of Hong Kong, the Chinese University of Hong Kong, Hong Kong Polytechnic University, The Hong Kong University of Science & Technology, City University of Hong Kong, Hong Kong Baptist University, Lingnan University, The Hong Kong Institute of Education (hereinafter referred to the 6 Hong Kong universities of exclusive recruitment) for examinees shall be put in the charge of the relevant recruitment universities and colleges. The specific measures for registration shall be determined through the negotiation between the recruitment universities and colleges and the college admission offices of the relevant provinces (autonomous regions and municipalities directly under the Central Government) (hereinafter referred to as the admission offices at the provincial level) and shall be publicized to the general public thereafter by the admission offices at the provincial level. The work of examinees' registration of the Chinese University of Hong Kong and City University of Hong Kong shall be uniformly organized by the relevant admission offices at the provincial level. The recruitment consultation thereof shall be put in the charge of the recruitment universities and colleges, and the relevant admission offices at the provincial level shall organize the implementation. (3) Information Transfer The 6 Hong Kong universities and colleges of exclusive recruitment shall take charge of transferring the information on examinees' registration to the relevant admission offices at the provincial level in a timely manner. The relevant admission offices at the provincial level shall, within the period as negotiated, transfer the examinees' NCEE academic results, the local controlling cut-off scores for the admission of the first and second groups to the 6 Hong Kong universities and colleges of exclusive recruitment. The content and form of the information transfer between the Chinese University of Hong Kong, City University of Hong Kong and the relevant admission offices at the provincial level shall be in line with the working requirements regarding information transfer for the recruitment of inland universities and colleges. (4) Enrolment The 8 Hong Kong recruitment universities and colleges shall take charge of the enrolment work. In particular the 6 Hong Kong universities and colleges of exclusive recruitment shall enroll students in light of the examinees' NCEE academic results and the interview scores thereof. The Chinese University of Hong Kong and City University of Hong Kong shall practice enrolment by means of long-distance network from 2005. The relevant admission offices at the provincial level shall arrange the said enrolment in the first group, and the proportion of admission level adjustment shall be decided upon the negotiation of the relevant universities and colleges and the admission offices at the provincial level. The relevant admission offices at the provincial level shall attach great importance to the enrolment of the Chinese University of Hong Kong and City University of Hong Kong, collaborate in an active manner and do a good job with joint efforts. After the conclusion of enrolment, the relevant admission offices at the provincial level shall take charge of reporting the name lists of examinees enrolled by the 8 Hong Kong recruitment universities and colleges to the Ministry of Education (the department of college students) for archival filing. II. MEASURES FOR THE UNIVERSITIES AND COLLEGES (INSTITUTIONS) IN MACAO SAR TO RECRUIT INLAND SELF-FUNDED UNDERGRADUATES, PREPARATORY STUDENTS AND GRADUATES (1) Measures for Recruiting Self-funded Undergraduates and Preparatory Students 1. Recruitment Universities and Colleges University of Macao, Macao University of Science & Technology, Macao Polytechnic Institute, Institute of Tourism Studies and Kiang Wu Nursing College of Macao 2. Registration as Candidates for Admission Those students who take part in the uniform national college entrance examination (NCEE) may go to the designated places to go through the registration and fill in their personnel options within the time limit as prescribed by the admission office at the provincial level of the relevant province (autonomous region or municipality directly under the Central Government) or may directly go to the 5 recruitment universities and colleges of Macao for registration. 3. Information Transfer The 5 recruitment universities and colleges of Macao shall take charge of transferring the information of the examinees who have directly registered in the relevant recruitment universities and colleges to the relevant admission offices at the provincial level. The admission offices at the provincial level shall, before June 30 of the current year, post such materials as the NCEE academic results, the registration forms of relevant examinees who have registered for the 5 recruitment universities and colleges of Macao and the local controlling cut-off scores for the admission of all groups to the relevant universities and colleges by express mails. 4. Enrolment The 5 Macao recruitment universities and colleges shall enroll new students according to the examinees' NCEE academic results and the relevant requirements. (2) Measures for Recruiting Graduates 1. Recruitment Universities and Colleges University of Macao, Macao University of Science & Technology, Asia International Open University (Macao) 2. Publicity of Recruitment, Consultation and Recruitment Statute From March 1 of each year, the 3 Macao recruitment universities and colleges may entrust the net of "China Higher-education Student Information" (website address: www. chsi.com.cn) of the Ministry of Education to publicize such relevant information and publicity materials for recruitment as the recruitment statute, introduction to majors and the application form for registration of each university for the relevant examinees to consult, at the same time, publicize the recruitment websites thereof to provide direct consultation for examinees. 3. Registration After the recruitment statutes of the 3 Macao recruitment universities and colleges have been publicized on the net of "China Higher-education Student Information", the relevant examinees may download the application form for registration by themselves and directly post the relevant materials to the recruitment universities and colleges according to the requirements thereof. 4. Examination for Registration and Enrolment The 3 recruitment universities and colleges may directly accept and carry out examination on the examinees' application forms for registration and decide whether or not to carry out interviews and enrolment. For any interview, the recruitment university shall, by itself, contact an inland university or college to provide a place (the relevant fees shall be settled through the negotiation of the two parties concerned), and take charge of informing the examinees concerned of the interview time, place and the relevant requirements in advance. The 3 Macao recruitment universities and colleges shall decide the enrolment candidates and the candidates of prize fellow (those students who fail to satisfy the requirements of the present Circular shall not be enrolled). The recruitment universities and colleges shall directly post the enrolment notices to the examinees concerned. III. RECRUITMENT PUBLICITY, CONSULTATION AND STATUTE OF SELF-FUNDED UNDERGRADUATES (PREPARATORY STUDENTS) The relevant admission offices at the provincial level shall take charge of publicizing and introducing the recruitment universities and colleges in Hong Kong and Macao and the measures thereof to inland examinees and assist the recruitment universities and colleges in accepting the consultation of examinees. At the same time, the net of "China Higher-education Student Information" of the Ministry of Education may also accept the entrustment of recruitment universities and colleges to publicize such relevant information as recruitment statutes, introduction to schools and majors, name lists of enrolment of all universities and colleges for the examinees to consult. IV. PROVINCES OF STUDENT SOURCE FOR RECRUITMENT AND THE SCOPE OF STUDENT SOURCE The 13 universities and colleges of Hong Kong and Macao may recruit self-funded undergraduates (preparatory students) from 17 inland provinces (autonomous regions, municipalities directly under the Central Government). The specific provinces are as follows: Beijing, Tianjin, Liaoning, Shanghai, Jiangsu, Zhejiang, Fujian, Shandong, Henan, Hubei, Hunan, Guangdong, Guangxi, Hainan, Chongqing, Sichuan and Shaanxi. The 3 universities in Macao that recruit graduates shall carry out recruitment within the aforesaid 17 provinces (autonomous regions and municipalities directly under the Central Government). The scope of student source is among those students who are fresh graduates with bachelor degree or postgraduates in the universities and colleges of the aforesaid 17 provinces and the household registration thereof is also within the foresaid 17 provinces before the enrolment (Those who are not fresh graduates with bachelor degree and whose household registration is within the aforesaid 17 provinces may be enrolled as majors in Business Administration or Public Administration). V. CERTIFICATES HANDLING FOR GOING TO UNIVERSITIES AND COLLEGES IN HONG KONG AND MACAO A new student who is enrolled by a university of Hong Kong or Macao shall go to the organ of public security to go through the formalities for going to Hong Kong or Macao for personal reasons on the strength of the enrolment notice and the identity card, residence booklet (those students who go to Hong Kong for study shall provide the documents of entrance permission as issued by the Hong Kong Immigration Department). During the students' stay in Hong Kong or Macao, their inland registered permanent residence shall not be written off. VI. ARCHIVAL FILING FOR THE NAME LISTS OF NEW STUDENTS AS ENROLLED The universities and colleges of Hong Kong and Macao shall, before the end of September, post all the name lists of new students that have been registered for enrolment to the Ministry of Education (the office of Hong Kong, Macao and Taiwan affairs and the department of college students) for archival filing. In particular, the name lists of new students who have been registered for enrolment in universities of Macao shall be uniformly posted by the Higher-education Assistant Office of Macao. VII. ADMINISTRATION OF STUDENTS When an inland student studies in a university in Hong Kong or Macao, he shall abide by the local laws and regulations and rules of his university. The political and ideological education of an inland student or any emergency that he encounters during his study period in Hong Kong or Macao shall be put in charge of the Liaison Office of the Central People's Government in HKSAR and the Liaison Office of the Central People's Government in Macao SAR respectively and shall be handled in collaboration. VIII. ACADEMIC DIPLOMA AND ACADEMIC DEGREE Where an inland student finishes his study in Hong Kong or Macao, the certificates of academic diploma and degree thereof issued by his university shall be acknowledged by the inland administrative department of education. IX. EMPLOYMENT OF GRADUATES Those inland students who graduate from the universities and colleges in Hong Kong or Macao shall choose jobs on their initiatives. The government is not responsible for the work thereof. |
