MEASURES FOR THE ADMINISTRATION OF NATIONAL GRANT-IN-AID AND SCHOLARSHIP
 
(Circular of the Ministry of Finance and the Ministry of Education on Printing and Distributing the Measures for the Administration of National Grant-in-aid and Scholarship
(No. 75 [2005] of the Ministry of Finance):In order to embody the care of the Communist Party of China and the government for the students in the regular institutions of higher education from poor families, help them smoothly accomplish their studies, stimulate them to study diligently and make efforts to keep forging ahead and develop in an all-around manner-morally, intelligently, physically and aesthetically as well, the state has decided to establish the "national grant-in-aid scholarship" and promulgated the Measures for the Administration of National Grant-in-aid and Scholarship to you for implementation, which shall come into force on July 6, 2005.)

Article 1. In order to improve granting financial aids to the students in institutions of higher education from poor families, which help them accomplish their studies smoothly, stimulate them to study diligently and make efforts to keep forging ahead and develop in an all-around manner-morally, intelligently, physically and aesthetically, we specially establish the national grant-in-aid scholarship.

Article 2. The national grant-in-aid and scholarship is established by funds as provided by the Central Government for students at full-time regular institutions of higher education (hereinafter referred to as higher schools) from poor families for higher education or professional training and is classified into two forms of national scholarship and national grant-in-aid.

The objects to be financially aided by the national scholarship are students at full-time higher schools from poor families for higher education or professional training who are excellent in morals as well as in academic performances. The amount of the national scholarship is 4, 000 yuan for each student each year. 50, 000 students may be financially aided each year.

The objects to be financially aided by the national grant-in-aid are the students at full-time higher schools from families with particular economic difficulties for higher education or professional training who are excellent in morals as well as academic performances. The national grant-in-aid is established for the purpose of financially aiding the living costs of those students from families with particular economic difficulties. The standard thereof is 150 yuan for each person each month. It shall be granted on a 10-month base each year. About 533 thousand students shall be financially aided each year.

Article 3. The basic requirements for applying for the national scholarship are:

(1) Having ardent love for the socialist motherland and supporting the leadership of the Communist Party of China;

(2) Observing the Constitution and laws, and abiding by all the rules and bylaws of the school self-consciously;

(3) Keeping good faith and having good moral traits;

(4) Having outstanding academic performance at school or having good scores in the national uniform examination; and

(5) Having economic difficulties and leading a thrifty and simple life.

Article 4. The basic requirements for applying for the national grant-in-aid are:

(1) Having ardent love for the socialist motherland and supporting the leadership of the Communist Party of China;

(2) Observing the Constitution and laws and abiding by all the rules and bylaws of the school self-consciously;

(3) Keeping good faith and having good moral traits;

(4) Studying diligently and actively making progress; and

(5) Having particular economic difficulties and leading a thrifty and simple life.

Article 5. A higher school may, according to the aforesaid basic requirements for application for national scholarship or national grant-in-aid, respectively formulate the corresponding comprehensive measures for test and appraisal and carry out appraisal and examination on students in light of such specific indexes as the economic conditions of the students' families, ideology and morality, academic performance and observation of school rules and disciplines.

Article 6. The national grant-in-aid scholarship shall be applied for and appraised on an annual base. The applications are accepted from September each year and the appraisal thereof shall be concluded before October 31 in the current year.

Article 7. A student may, according to the application requirements of the national grant-in-aid and scholarship, apply to the relevant school on an academic year base (once for each academic year, those students that comply with the relevant requirements may apply in a consecutive manner), and submit the Application Form for the National Scholarship or the Application Form for the National Grant-in-aid (see attachments 1 and 2). However, no student may concurrently enjoy the national scholarship and the national grant-in-aid in the same academic year.

Article 8. The procedures for appraising the national grant-in-aid and scholarship are as follows:

(1) The Ministry of Finance shall, according to the number of students at the central or local higher schools for higher education or professional training in the previous year, decide and distribute the budget and quota of the national grant-in-aid and scholarship to the administrative departments of the State Council and all regions. Where distributing the quota, the Ministry of Finance shall carry out preferential policies for the higher schools in the western regions in a proper manner;

(2) The administrative departments of the State Council and the financial departments (bureaus) of all regions (in collaboration with the administrative department of education) shall, according to the quota of the national grant-in-aid and scholarship as decided by the Ministry of Finance, determine the quota of the national grant-in-aid and scholarship of all higher schools and carry out preferential policies for those higher schools where the students that major in farming and forestry, water conservancy, normal education, nationality, geology, minerals, petroleum and navigation constitute a comparatively large proportion;

(3) A higher school shall, according to the quota of the national grant-in-aid and scholarship as distributed by the superior administrative department, accept the application materials of students, organize equal-amount appraisal and before formally deciding the name list of the students to be financially aided, according to the principles of openness, fairness and impartiality, publicize the name list of the students who have passed the preliminary examination to the whole school so as to prevent any unhealthy tendency and terminate any fraud practice; and

(4) After the publicity is concluded, all higher schools shall, before October 31 each year, respectively report the formally determined name lists of the students to obtain the financial aids to the administrative departments of the State Council or the educational departments (bureaus) at the provincial level for archival filing in light of the subordination relationship.

Article 9. All administrative departments of the State Council and the financial departments (bureaus) of all provinces (by way of the administrative departments of education at the provincial level) shall, after receiving the name lists of the students to obtain the financial aids of national grant-in-aid and scholarship as reported by all higher schools, appropriate the funds in full amount to the relevant higher schools within 15 days.

Article 10. The national scholarship shall be uniformly distributed to the students who have obtained the scholarship in person by the relevant higher schools; the national grant-in-aid shall be distributed to the students by schools on a monthly base or may be directly entered into the dining cards of the relevant students on a monthly base.

Article 11. All higher schools shall effectively intensify the administration, earnestly do a good job in the work of appraisal and distribution, ensure that the national scholarship be applied to the students who are excellent in morals as well as academic performances from poor families and guarantee that the national grant-in-aid can be effectively applied to the living expenditure of students.

Article 12. All the relevant departments shall strictly implement the provisions of the state on public finance and the present Measures, use the fund of the national grant-in-aid and scholarship for its special purposes, shall not withhold, misappropriate or seize the scholarship and shall, at the same time, be subject to the examination and supervision of such departments as public finance and administrative organs.

Article 13. The special funds of all provinces, autonomous regions and municipalities directly under the Central Government and the cities under separate state planning shall be decided by the departments of public finance at the same level and the governmental grant-in-aid and scholarship of the region may be established by referring to the present Measures, which may be described as the "Governmental Grant-in-aid and Scholarship of ____ Province (Municipality, District)". The specific number of people to be financially aided and the detailed rules for implementation shall be decided by the provinces.

Article 14. The power to interpret the present Measures shall remain with the Ministry of Finance and the Ministry of Education.

Article 15. The present Measures shall come into force as of the date of promulgation. The original Circular of the Ministry of Finance and the Ministry of Education on Printing and Distributing the Measures for the Administration of National Scholarship (No.33 [2002] of the Ministry of Finance) shall be simultaneously abolished.
