CIRCULAR OF THE STATE ADMINISTRATION OF QUALITY SUPERVISION, INSPECTION AND QUARANTINE ON STRENGTHENING THE REGULATION OF THE QUARANTINE OF IMPORT WASTE AND WORN ARTICLES

In recent years, there have been more and more enterprises engaged in the processing of customer-provided materials, and they need to import more and more waste and worn articles from overseas for the processing. The sanitation issue involved in the import of waste and worn articles cannot be ignored. Guangdong Bureau of Quality Supervision, Inspection and Quarantine adopted the report of "Sanitation Quarantine Risk Warning and Quick Reaction Network System" in the second half of last year, and found out as many as 52 sanitation events occurring in the import of waste and worn articles, and what is worse, there have been found out many introduced medical vectors, which have no record of distribution in China, from the waste and worn articles carried in the entry containers. Among which, the bureaus of quality supervision, inspection and quarantine (hereinafter referred to bureaus) of Guangzhou, Shantou, Zhanjiang, Shunde, Panyu, Dongwan, Zhongshan, and Nanhai. have found out the articles detrimental to public sanitation that contain rotten or stinking contents or medical wastes in 5 batches, flies in 20 batches, cockroaches in 10 batches, rats in 7 batches, mosquitoes in 5 batches, acaruses in 4 batches, spiders in 3 batches, and waste and worn articles forbidden from import for once. The Bureau of Qualify Supervision, Inspection and Quarantine of Guangzhou has found over 200,000 acarus from the waster paper carried in a container from the United States, and the Bureau of Qualify Supervision, Inspection and Quarantine of Zhanjiang has found out thousands of flies from the cowhide carried in the containers from Japan in 3 batches in the second half year of 2002.

The events above mentioned have showed that there is no time to delay to strengthen the sanitation quarantine of imported waste and worn articles. Monitoring and controlling the medical vectors, especially the new types without records of distribution in China, from being introduced from overseas have great bearings on the prevention of introduction and prevailing of epidemics, the protection of the health of the people and the environment of China, and the promotion of the social and economic development of China. The bureaus must take effective measures to strictly prevent the medical vectors and various of elements detrimental to the public sanitation and environmental protection from being introduced into China through the import of waste and worn articles, and to safeguard the people's health and the safety of economic construction. The relevant matters concerning further strengthening the sanitation quarantine of imported waste and worn articles are hereby notified as follows:


I. To strengthen the entry and exit (with stress laid on areas with insect vector epidemics) conveyances, containers and goods, especially the on-the-spot sanitation inspection of imported waste and worn articles. The bureaus shall make the on-the-sport sanitation inspection and vector monitoring strictly in accordance with the requirements of the "dynamic monitoring criteria of medical vectors" in the appendix 3 of the Circular on Distributing the Provisions on the Monitoring of Medical Vectors for Border Ports and Entry and Exit Conveyances of SAQSIQ (No.61 [2001]).


II. To take care of the collection of samples and evidences of medical vectors. At the present time, the invasion of organism coming from overseas has been a highlighted issue with attention from all sides, waste and worn articles are sensitive commodities in terms of security, health, sanitation, and environmental protection, and efforts must be exerted in the collection of samples and evidences to prepare materials for the sanitation evaluation and presentation of evidences, and to provide basis for the issues of trade and technology barrier that might exist.


III. To strengthen the sanitation treatment and to ensure the safety and effectiveness of sanitation treatment. The bureaus shall, strictly in accordance with the relevant provisions of the implement rules of the Law on Border Sanitation Quarantine, and in a prudent and scientific manner, carry out sanitation treatment (including disinfection, elimination of rats and insects) to the entry and exit conveyances, containers, goods, and waste and worn articles, and the effect of sanitation treatment must be ensured. And those causing serious pollution shall be destroyed.


IV. To actively report the vector and urgent public sanitation events found out in the quarantine of conveyances, containers, goods, and waste and worn articles. The bureaus shall, according to the Circular on Distributing the Implementing Rules for the Administration of Sanitation Quarantine Risk Warning and Rapid Reaction of SAQSIQ (No.42 [2002] of SAQSIQ), make full use of the CIQ2000 "Sanitation Quarantine Risk Warning and Rapid Reaction Network System" to realize rapid finding, rapid control, rapid report and rapid feedback, and shall take practical measures to effectively prevent the epidemic vectors and seriously polluted waste and worn articles from entering China, and thus to ensure the people's health and the safety of economic construction.
