The Ministry of Finance, General Administration of Customs and State Administration of Taxation,

Your Request for Approving the Provisions on the Exemption of Import Duties from the Articles Used for Scientific Research and Teaching (Draft for Examination and Approval) and your Request for Instructions on the Interim Provisions on the Exemption of Provisions on the Exemption of Import Duties from the Articles Used for Scientific and Technological Development (Draft for Examination and Approval) (No. 59 [2006] of the Ministry of Finance) have been received. You are hereby given a reply as follows:

You are approved to exempt the import link duties, import link value added tax, and consumption tax from the articles to be used for scientific research and teaching which can not be made in China or whose performances can not satisfy the demand and which are imported by scientific research institutes, colleges and universities, and from the articles for scientific and technological development which can not be made in China or whose performances can not satisfy the demand and which are imported by restructured scientific and research institutions, National Engineering (Technology) Research Center, national important laboratories, enterprise technology centers and other scientific and technological development institutions prior to December 31, 2010. The specific implementation measures shall be jointly formulated and announced by you in accordance with the Regulation on the Procedures for the Formulation of Ministerial Rules and shall be implemented as of February 1, 2007. The Provisions on the Exemption of Import Duties from the Articles Used for Scientific Research and Teaching which was approved by the State Council on January 22, 1977 and which was promulgated by Order No. 61 of the General Administration of Customs on April 10, 1997 shall be repealed simultaneously.
