Since the reform of sharing income from income taxes, the distribution between the Central Government and the local government has been further regulated, the Central Government has increased the general transfer payment between local governments, and the trend of enlarging the fiscal gap between different regions has been somewhat slowed down, thus the reform has initially achieved the anticipated target. In order to promote the harmonious development of regional economy and to deepen the reform, the State Council has decided that, since 2004, the proportions for the Central Government and the local government to share income from income taxes shall still be 60% by the Central Government, and 40% by the local government.
All regions and departments shall further improve the fiscal distribution system, so as to create a good environment for promoting the overall, harmonious and sustainable economic and social development.
