In the Circular of the General Office of the State Council on Distributing the Provisions on the Internal Structure and Personnel Establishment of the Ministry of Justice (Docket No.90 [1998] of the General Office of the State Council), it is determined that the Ministry of Justice shall direct the judicial expertise services provided to the public. In order to perform this function, to raise the judicial status and expand the influence of the judicial expertise services provided to the public, to gradually establish a new system of public judicial expertise services that is independent, scientific, normative, effective and just, and to regulate the judicial expertise institutions providing services to the public, the Ministry of Justice has decided that any judicial expertise institution that has been approved by the Ministry of Justice to provide services to the public must be proclaimed to the public by the Ministry of Justice in a unified way as of 1999.
