(Order of the Ministry of Justice of the People's Republic of China (No. 88), March 19, 2004: The Behavior Criterions for Persons Serving Sentences in Jails, which were adopted at the ministerial meeting of the Ministry of Justice on March 2, 2004, are hereby promulgated, and shall be implemented as of May 1, 2004. And the Behavior Criterions for Reforming of Criminals as promulgated by Order No. 12 of the Ministry of Justice on November 6, 1990 shall be repealed simultaneously. The Behavior Criterions for Persons Serving Sentences in Jails are the mandatory behavior guidelines that the criminals shall observe for their acceptance of reforming, and the basic content for checking the reforming acts of criminals, as well as the important basis for granting awards or imposing punishment)

CHAPTER I BASIC CRITERIONS
Article 1. They shall uphold the Constitution, observe laws, regulations and rules, as well as rules and disciplines of the prison.
Article 2. They shall obey the supervision, accept education, take part in labor, cry peccavi and contrition.
Article 3. They shall love the motherland, people, collectives, study, and labor.
Article 4. They shall behave politely and be in good faith, assist each other, be kind and friendly to others, be hardworking and thrifty, and make unremitting efforts to improve themselves.
Article 5. They shall exercise rights according to law, and vindicate individual legal rights and interests through justifiable ways and procedures.
Article 6. They shall strictly abide by the following disciplines during the period of serving the sentence:
(1) Not exceeding the on-guard line and the prescribed areas, or breaking away from surveillance to act without permission;
(2) Not privately hiding cash, knifes and other contrabands;
(3) Not contacting the outsiders privately to seek for, borrow, exchange or pass money and things;
(4) Not passing letters, cash or other goods privately in meeting;
(5) Not using the insulated, not climbing or excavating articles without permission;
(6) Not stealing or gambling.
(7) Not fighting or making self-injury or self-killing;
(8) Not colluding with each other to tyrannize over others;
(9) Not spreading means of committing crimes or not instigating others to commit a crime; and
(10) Not practicing or spreading harmful qigong or cult.
CHAPTER II LIVING CRITERIONS
Article 7. They shall get up on time, wash face and brush teeth, go to the toilet orderly, put the clothes and quilts and other personal articles in order.
Article 8. They shall wear the clothes of a criminal as required, and wear the uniform marks.
Article 9. They shall clear the room inside and outside on time, and keep the environment tidy.
Article 10. They shall keep personal hygiene, and have bathes, cut hairs, shave and cut nails on time, and change and wash beddings periodically.
Article 11. They shall have meals at the prescribed time and places, cherish food, and shall not pour the leftovers at will.
Article 12. They shall obey the command of police officers when marching forward, and keep order of the team.
Article 13. They may drink, or smoke in violation of regulations.
Article 14. They shall report to the police officers when they are ill, and shall abide by the discipline when going to see a doctor and cooperate with the doctor for the treatment. No one may hide drugs privately.
Article 15. They shall make report outside the door when they want to enter the office of the police officers, and may not enter until being permitted.
Article 16. In case anyone wants to report to the police officers at the work place of an open place, he/she shall make report at over three meters away from the police officers.
Article 17. They shall report to the police officers voluntarily when encountering any trouble, and answer questions and make statements according to the facts when talking with the police officers.
Article 18. They shall go to bed at the designated bed and keep quiet when resting, and shall not disturb other people.
CHAPTER III STUDY CRITERIONS
Article 19. They shall accept such educations of ideologies as legal system, ethics, situation, policy and etc., and see clearly the harm of crimes, and correct and cure bad habits.
Article 20. They shall accept mentality health education, and cooperate with the psychological test, and cultivate a healthy mind.
Article 21. They shall respect teachers, abide by study disciplines and take good care of teaching facilities and equipment.
Article 22. They shall accept cultural education, attend a lecture earnestly, finish work on time, and try their best to get outstanding achievements.
Article 23. They shall receive technological education, master practical skills, strive for labor master-hand, and improve ability for obtaining employment.
Article 24. They shall read healthy and instructive books and periodicals, and listen to the broadcast or watch TV as required.
Article 25. They shall take part in entertainment to build up good health and edify sentiment.
CHAPTER IV LABOR CRITERIONS
Article 26. They shall actively take part in work and shall be subject to the approval of the police officers if they cannot take part in work for some reason.
Article 27. They shall abide by the labor discipline, hold their ground and submit themselves to the production management and technology guidance.
Article 28. They shall strictly abide by the operational rules and provisions on work safety, and shall not operate in violation of regulations.
Article 29. They shall take good care of the equipment and tools, strictly enforce savings, reduce wastage, and put an end to extravagance.
Article 30. They shall keep the hygiene and tidy of the work place, abide by the provisions on the management of fixation, and put in order the tools, materials and products.
Article 31. No one may bring the work utilities and dangerous articles, contrabands into the dormitory of prison.
Article 32. They shall complete the labor task, ensure the labor quality and value the labor fruits.
CHAPTER V CRITERIONS FOR MANNERS
Article 33. They shall take good care of public environments. No one shall spit everywhere, leave sundries around, or destroy flowers, grass and trees.
Article 34. They shall have polite speech and deportment and shall not say dirty words or vulgarities.
Article 35. They shall call others politely. The people's policeman shall be called "police officer", and other persons shall be called their corresponding titles politely.
Article 36. The persons serving the sentences shall call each other using names, and shall not give nicknames to each other.
Article 37. They shall stand up and salute to guests or police officers when they enter the dormitory of the prison, except when any one is sick or resting as required.
Article 38. They shall be polite and give precedence to guests or police officers out of courtesy or consideration when meeting them.
